About The Position

This role is for an existing vacancy and may be located in Barrie, Toronto, or Burlington. The Manager - Environmental Services will implement environmental goals and objectives by providing team leadership and direction in establishing and maintaining effective policy, program, approvals, design, and analysis services. This includes planning, organizing, scheduling, and coordinating work to ensure project deliverables are met. The role involves developing and maintaining environmental policies, standards, templates, and products, supporting management with consolidated information on environmental management for project schedules and labor requirements, and preparing and monitoring the group budget. This position encompasses Environmental Planning & Approvals, Environmental Policy and Programs, and Construction Phase Environmental Support.

Responsibilities

  • Manage the work of a technical team in the delivery of expert environmental/approvals/design/analysis services involved in the design, construction, installation, reliability analysis, implementation and provision of technical support for projects and programs consistent with the Corporate HSEMS.
  • Organize, plan, schedule, direct and coordinate work, assign tasks and monitor the progress of work to conform to schedules.
  • Evaluate the effectiveness of the section's environmental capability through various means (capability assessments, quality control, etc.) and recommend changes to enhance performance.
  • Interview and select candidates for staff positions. Assess the performance of staff and conduct performance appraisal interviews, as required. Initiate effective recommendations on hiring, firing, transfer and promotion of staff etc.
  • Recruit, develop and maintain staff with the necessary type and quality of skills to deliver required environmental services levels in the context of LOB goals and objectives and overall Hydro One Networks' strategies, plans and objectives.
  • Provide leadership roles in the management and development of skills training programs required to enhance staff capability.
  • Perform day-to-day supervision, work assignment, monitoring and quality assurance of environmental staff within the assigned environmental team. Be responsible for the work of staff assigned to specific projects or sub-projects, assigning and checking their work and giving guidance and direction as necessary, in a working environment which has the philosophy and goals of continuous quality improvement.
  • Lead the development and implementation of environmental permits, licenses and approvals processes to meet legislative requirements, to enhance the reliability and performance of the power system and to meet other business needs.
  • Lead the development and preparation of environmental estimates, specifications and instructions on projects involving complex approval processes.
  • Recommend designs to meet all health, safety & environmental requirements / regulations.
  • Receive requests for estimates and studies from internal and external customers and assign staff from within the team to develop the estimates.
  • Establish multi-discipline teams for complex projects.
  • Work under the direction of the Senior Manager and the respective project manager from other LOBs, review the required work scope and communicate environmental requirements to the appropriate staff.
  • Partner with asset managers in the development, scoping and implementation of environmental projects and programs within the framework of Government legislation, Corporate and business unit policies and procedures.
  • Work closely with others to ensure environmental designs and deliverables are aligned with environmental legislation and internal requirements and constraints by other environmental disciplines.
  • Liaise with peer environmental managers and others to set common project approval and implementation plans and understandings, clarify roles, accountabilities and communication channels on an as needed, project-by-project basis.
  • Be accountable for ensuring performance of acceptance and commissioning tests and accept/inspect facilities, as required.
  • Provide technical support for reported problems on newly installed or operating systems.
  • Monitor environmental work status of the team, provide analysis of progress and issues and provide feedback to the Senior Manager, team members, project managers and others.
  • Identify and arrange for all necessary permits, licenses and approvals required by company activities, operations and maintenance programs.
  • Define communications accountabilities and contacts between company line management and regulatory agencies, as required by local programs and projects.
  • Monitor utilization of specific system resources. Evaluate problem areas and hardware and software requirements. Make effective recommendations to improve hardware and software efficiency, effectiveness and reliability.
  • Lead the development and maintenance of standard specifications, policies and procedures for Environmental permitting, licensing and approval processes provided within the environmental team.
  • Keep abreast of developments in the field of Environment. Identify and integrate industry best practices as they relate to Environmental practices and industry standards.
  • Monitor, influence and recommend needed changes in legislation and approval processes.
  • Make changes to environmental processes, standards and templates, as required.
  • Evaluate and maintain current knowledge of emerging Environmental technologies and commercial services to ascertain suitability for use in the delivery of required systems.
  • Provide design principles and techniques to improve efficiency and economics of systems.
  • Review technical publications and other literature.
  • Communicate with counterparts in similar fields, to exchange views and discuss the merits of improved design and technology.
  • Prepare and monitor short and long term budgets.
  • Establish and maintain liaison with Government Ministries, Departments and Agencies such as the MOECC, MNRF, Canadian Environmental Assessment Agencies, and Environment Canada plus Municipal authorities other applicable regulatory parties on regulatory matters concerning the environment.
  • Explain relevant issues to government regulators and negotiate and attempt to influence the regulatory agency staff in matters such as the granting of EA approval, Director's Instructions, Certificates of Approval, legislative exemptions (for example) and general acceptance of the company's actions and plans.
  • Contribute in the development and documentation of Hydro One processes, systems and practices, including new concepts, working culture (people acceptance), philosophy, operating and maintenance of standards and environmental policy.
