About The Position

At Torngat Metals, we are developing the Strange Lake project to meet the urgent global demand for responsibly sourced rare earths that are essential to the energy transition. We are currently seeking talented individuals who are eager to contribute to our highly strategic project and play a role in shaping a resilient and responsible rare earth industry in Canada. Torngat Metals is seeking an experienced Engineering Manager to join its team, based in Montreal, with regular travel to the site. Reporting to the Director of Engineering, this role is responsible for managing the Owner’s engineering interests and deliverables, within an EPCM or Integrated Project Delivery (IPD) framework. The Engineering Manager serves as the Owner’s technical representative for the Mine Site and Beneficiation Plant, overseeing detailed design and field engineering activities carried out by the Consultants and IPD delivery partners. This position requires strong technical depth in mining and mineral processing facilities, with the ability to manage multi-discipline engineering teams, coordinate across project functions, and ensure delivery in accordance with the Owner’s technical standards, schedule, and budget requirements.

Requirements

  • Bachelor’s degree in Mining, Civil, Mechanical, Chemical, or Metallurgical Engineering; Professional Engineer (P.Eng.) designation required.
  • Bilingualism (English and French) is required.
  • 10–15+ years of engineering experience on large mining or mineral processing capital projects, with at least 3–5 years in an engineering management or senior discipline lead role.
  • Demonstrated experience in the design and engineering of open-pit mine infrastructure and/or mineral beneficiation plants, including crushing and grinding, flotation, thickening, filtration, and tailings management systems.
  • Experience working in an owner’s team, EPCM, or IPD project environment with responsibility for managing engineering deliverables and contractor performance.
  • Solid understanding of multi-disciplinary engineering interfaces and design management practices in large capital project environments.
  • Familiarity with Canadian environmental assessment processes and permitting requirements applicable to mine development.
  • Strong organizational, communication, and stakeholder management skills.

Nice To Haves

  • Experience with remote or northern project environments is a strong asset.

Responsibilities

  • Manage and coordinate all detailed design and field engineering activities for the mine site (open pit, waste management, mine infrastructure, tailings) and beneficiation plant scopes on behalf of the Owner.
  • Review and approve key engineering deliverables produced by IPD partners, including design basis documents, P&IDs, general arrangement drawings, equipment specifications, civil/structural designs, and electrical and instrumentation packages.
  • Monitor engineering progress against approved schedules, identify deviations, and drive corrective actions in coordination with the Director of Engineering and Project Controls.
  • Ensure that design solutions meet the Owner’s functional, operational, and safety requirements for both the mine site and the beneficiation plant.
  • Coordinate multi-discipline engineering interfaces between the mine site and beneficiation plant scopes, and with other project components including the port and refinery.
  • Support field engineering activities during construction, reviewing and approving site queries, engineering change requests, and non-conformance resolutions for the assigned scopes.
  • Contribute to commissioning planning, pre-commissioning activities, and start-up support for the mine site and beneficiation plant facilities.
  • Provide technical input and review for procurement packages within the mine site and beneficiation plant scopes, including technical specifications, datasheets, and material requisitions for mining equipment, crushing and grinding circuits, flotation systems, thickeners, reagent systems, and related infrastructure.
  • Participate in technical bid evaluations and clarification processes for major equipment packages, including primary and secondary crushers, ball mills, flotation cells, filtration equipment, and process reagent systems.
  • Review and comment on vendor drawings and documentation submissions within assigned scopes, ensuring timely turnaround and technical accuracy.
  • Interface with the Procurement team to resolve technical issues during equipment fabrication and delivery and provide engineering support for expediting activities.
  • Ensure design solutions for the mine site and plant incorporate environmental mitigation measures, including tailings management, water management, dust suppression, and waste rock characterization.
  • Track and report engineering progress, budget performance, and key risks for the mine site and beneficiation plant scopes to the Director of Engineering.
  • Support project stage-gate reviews and capital estimate updates by providing engineering input and scope status for the mine site and plant.
