About The Position

Responsible for managing the Electrical and Instrument (E&I) Reliability departments of the Delaware City Refinery and the Paulsboro Refinery. Manage electrical and instrument engineers and support the Maintenance Department’s technical needs. Provide subject matter expertise to PBF’s other facilities.

Requirements

  • Bachelor’s degree in electrical engineering or equivalent work experience required.
  • 10+ years of refinery or equivalent work experience.
  • Familiarity with industry process safety and environment regulations, work practices, and compliance strategies.
  • Knowledge of basic refinery processes, reliability principles, refining economics and basic budgeting and scheduling.
  • Knowledgeable in installation and maintenance practices with detailed understanding of the instrumentation process applications, programs, and strategies.
  • Ability to communicate effectively to all levels of an organization via verbal and written communications.
  • Possess computer skills needed for communications and analysis.
  • Ability to handle multiple priorities, assist peers, manage short deadlines and emergency situations.

Nice To Haves

  • Electrical Power concentration and/or experience.
  • Understanding of SKM or ETAP.
  • Logic proficiencies: Configuration definitions for Bently-Nevada vintages and Woodward products, Triconex logic coding and structured text, PLC ladder logic and function blocks, relay logic & component assembly.
  • Conversant in related industry standards, e.g., ISA S84/IEC 61511, API 560/611-619/670, NFPA 85.
  • Knowledgeable in process safety management practices and risk management.

Responsibilities

  • Identify and understand refinery electrical assets and power flow, including distribution and transmission voltages (13.8 kV, 69 kV, and 138 kV) and utilization voltages (480V, 2.4 kV, and 4.16 kV).
  • Understand the Power Generation and Distribution System constraints and develop a strategy to strengthen and improve the various systems.
  • Upgrade aging equipment including electrical generation, switchyards, distribution infrastructure, switchgear, and UPS units.
  • Read and modify electrical 1-Lines, 3-Lines, and schematic drawings.
  • Understand Load-Flow, Arc-Flash, and Short-Circuit studies.
  • Understand the theory and the operational functionality of electro-mechanical and electronic protective relays and relay coordination.
  • Test switchgear, breakers, contactors, transformers, generators, MV motors, cables, and switchyards.
  • Understand generator protection, generator auxiliary equipment, exciter systems, and the theory of operations.
  • Manage NERC testing and reporting requirements for the Delaware City Refinery (training will be provided).
  • Identify and understand refinery instrumentation, analyzers, safety instrumented systems (SIS), programmable logic controllers (PLC), and field relay logic.
  • Develop long-term Electrical and Instrumentation Reliability Strategies.
  • Manage and provide engineering technical support to the Delaware City Refinery and the Paulsboro Refinery.
  • Collaborate with electrical and instrument engineers and the maintenance department to establish priorities for each refinery.
  • Supervise staff engineers, designers, relay technicians, and co-ops.
  • Define Technical Development requirements for electrical and instrument engineering personnel and sponsor training opportunities for their development.
  • Ensure that all capital projects and maintenance projects are engineered or supported by an in-house engineer to ensure reliability standards are followed and new systems can be safely operated and maintained.
  • Create and manage equipment reliability KPIs and bad actor lists.
  • Update the five-year capital plan and develop a strategy to upgrade aging or unreliable equipment.
