The WBG Infrastructure Vertical provides public and private solutions to operational teams and clients across the WBG to produce scalable impact. Its mandate is to deliver knowledge for impact to support the WBG to achieve its goals in support of our mission and specifically: providing guidance on creating more and better jobs by: (i) supporting foundational infrastructure and human capital, (ii) policy environment, and (iii) enabling and mobilizing private sector capital. The Infrastructure VPU’s objectives in driving outcomes include replicating and scaling effective solutions, enhancing thought leadership and innovation, and delivering timely knowledge to client teams. The Innovation and Strategic Initiatives Unit, which includes the Infrastructure VPU’s Development Effectiveness function, plays an important role in advising the VP and DSO on all matters pertaining to strategic planning and management, program management including ASA and trust fund oversight, monitoring and evaluation, stakeholder engagement, knowledge management, collaboration with Regions and KB Verticals, and outreach to external partners. The Unit also plays a critical role in fostering innovation and cross-collaboration, supporting the development of new products to deliver Private Capital Mobilization (PCM) at scale, and providing specialized skills in areas such as Sustainable Finance, and Debt Capital Markets for Private Sector/SOE Clients, as well as coordinating Blended Finance and Donor Partnerships focused on PCM in the Infrastructure sectors. The Unit will support the VPU’s delivery of and engagement on corporate priorities aimed at achieving speed, scale and impact and delivering product innovation, Scalable Solutions and PCM. The Manager will lead the team to create effective collaboration channels across IFC, IBRD/IDA and MIGA, with Global and Regional Managers in IBRD and IFC as well as other Development Effectiveness Managers across the Knowledge Bank. The Manager reports to the Director of Strategy and Operations for the WBG Infrastructure VPU. S/he will work seamlessly with the DSO, Global and Regional Managers, and VP’s Front Office team to help build a cohesive Management Team.

Requirements

  • Master’s degree with a minimum of 12 years’ relevant experience in one or more of the Infrastructure focus areas – Energy, Transport, Urban/Municipal, Metals & Minerals, Tourism/Property or Waste & Sanitation.
  • Excellent leadership and people management skills with established track record of leading teams for results.
  • Integrative skills. Leading work on integrating divergent views in a coherent manner, including advising global/regional/task teams as to how to integrate corporate/vertical/regional priorities into strategic directions
  • Internal and External Stakeholder Engagement. Proven ability to lead dialogue with high level external and internal clients both public and private sector partners and manage relationships with Board members.
  • Knowledge of Bank and IFC instruments, policies, and procedures, and ability to proactively apply them. Experience in leading/advising teams in lending and /or investment operations and knowledge including high-quality practical advice to management and teams on complex sector or geopolitical issues.
  • Operational knowledge sharing. Multi-regional experience in implementation of learning initiatives to upgrade skills of staff and clients to increase effectiveness of our engagement. Consistent record of effective mentoring of staff on strategic, operational and career development issues.
  • Demonstrated ability to provide strategic leadership on key strategic, global and regional, sectoral, operational/knowledge priorities.
  • Familiarity and experience with both public sector lending/policy operations and private sector investments is a plus.

Responsibilities

  • Support the development of global and regional knowledge products and ASA pipeline that reflects the Infrastructure VPU’s strategic priorities with a focus on delivering scalable solutions at speed, scale and impact.
  • Lead the strategic monitoring and analysis of VPU ASA deliverables and coordinate actions needed to resolve issues. This includes regular reporting to VPU management and leading preparation of VPU inputs to Global ASA Delivery Review Meetings.
  • Lead reporting and analytics for the VP’s Front Office; develop and maintain a dashboard with up-to-date metrics of the VPU’s global work program including regional lending and portfolio projects, global and regional knowledge products, Trust Fund and Partnership management.
  • Lead on corporate priorities such as IDA monitoring and strategy development; and supporting the VPU to meet corporate targets. Lead and coordinate corporate initiatives to ensure a consistent approach among the Global departments.
  • Represent the Vertical in corporate fora, including IDA events, Operations Board.
  • Manage the corporate comments process for Country Products, OC packages, selected ROC, and responses to papers including from IEG, OPCS, and DFI. Support the VPUs transition to the new ADM and Knowledge Bank comments on operational and ASA products.
  • Coordinate and plan the agendas for Leadership Team Meetings, and VPU meetings with the Regions and Retreats on a regular cadence.
  • Business Innovation: Position the unit at the forefront of innovation and product / solution development to support delivery of Private Capital Mobilization (PCM) at scale, in close partnership with IFC Regional Industry and KB Sector teams. Serve as Senior Sponsor and Coordinator of the Business Innovation Group (B.I.G.).
  • Product / Solutions Management: Lead the team to deliver state-of-the-art support and specialized skills for IFC Investment Officers in business-critical products and solutions such as Sustainable Finance and Resilient Infrastructure, Debt Capital Markets for Infrastructure, collaborations/JVs with IFC’s Financial Institutions and MAS teams
  • PCM: Support the delivery of PCM by coordinating with IFC Syndications and supporting the development of new PCM solutions such as RSU-MCPP in partnership with IFC Syndications and other teams.
  • Blended Finance: Coordinate access to and prioritization of Blended Finance and Fundraising in collaboration with IFC’s Blended Finance and Partnerships teams.
  • Models exemplary WBG leadership values and managerial behaviors and reinforces these qualities in own team and staff; ensure close collaboration with the other units of the Department (Solutions and Impact unit; Transport Trust Funds’ unit).
  • Closely supports and advises staff on their performance, skills development and career planning, with particular attention to staff’s diverse career paths within the WBG
  • Represent the VPU in cross-cutting Talent Boards including COS, A2D, and Knowledge Management and Learning (KML).
  • Together with the DSO and in coordination with the WBP and HR teams, provide regular monitoring and oversight of the budget of the VPU, including BB and external funds.
  • Manage resources of the DE unit efficiently.
  • Collaborate closely with the VPU Management and Leadership Team and others on matters pertaining to the Unit including policy issues, partnership opportunities and VPU priorities.
  • As a member of the VPU Management Team contributes to the functioning of the VPU.
  • Work closely with global managers, ensuring the unit is facilitating their work and meeting their needs. Work closely with the DE Managers across the Verticals, as well as managers in corporate units (e.g. OPCS, DFI) and Regions.
  • Play a leadership role in Knowledge Management and Learning across the VPU and coordinate a Community of Practice of KML staff, supporting exchange of experiences and a common approach across the VPU.
  • Maintain and promote development of the VPU’s knowledge work through state-of-the-art digital tools such as K360 and support dissemination of knowledge across the VPU including through maintaining the Infrastructure VPU’s intranet site and AI-enabled tools.
  • Ensure the VPU generates results stories and briefs that can be used internally and externally, in collaboration with CER.
