Requirements

  • Working knowledge of PGE's electrical transmission and distribution system.

  • Intermediate knowledge of computer systems and various applications used in dispatching crews.

Nice To Haves

  • Prefer eight or more years in utility experience, specifically in transmission and distribution operations, construction, design or engineering or related field.
  • Prior experience in crew coordination or a related operational role.
  • Familiarity with utility operations, scheduling, or field dispatch.
  • Experience with process documentation and workflow improvement.
  • Intermediate organization management skills.
  • Intermediate resource management skills.

Responsibilities

  • Lead and manage a team of 9 crew coordination professionals, fostering a collaborative team culture.
  • Oversee end-to-end work coordination, including: Receiving work packages from multiple groups (Line Design, Fitness, PMO, Large Projects, and others), Ensuring work is permitted, located, and resourced appropriately, Verifying equipment availability and readiness, Scheduling, tracking, and dispatching work to field crews.
  • Drive process improvement initiatives, including documenting existing undocumented processes and developing new, more efficient workflows.
  • Improve scheduling and workload flow efficiency across the department.
  • Collaborate with peer managers across Portland, Southern, Gresham, and Western coordination groups.
  • Champion a culture of solutions-oriented thinking and continuous improvement.
  • Manages team responsible for crew coordination (which may include scheduling, planning, permitting and coordinating work) for work crews, including managing contingent workers and contract crews and managing emergent work and dispatcher crews for outages; provides technical management for the team, ensuring that objectives are met and all relevant standards/procedures are followed; ensures that operational problems are identified and resolved; ensures that operational procedures and working practices are current and fit for the purpose; establishes overall functional strategy for the area; oversees development of functional metrics; manages or oversees performance management lifecycle; monitors overall functional performance to business objectives.
  • Ensures dispatching of crews is effectively coordinated; directs and motivates staff to develop creative solutions for difficult dispatching challenges; prioritizes and adjusts the work assigned to crews based upon corporate objectives; resolves major dispatch and outage coordination issues.
  • Ensures employees are skilled at using technologies and knowledgeable of dispatching processes and procedures; determines how new technologies should be implemented.
  • Oversees the forecasting and long-range planning of utility construction work to ensure O&M and capital corporate strategies are implemented; ensures timely scheduling, construction and completion of major and minor construction projects; prioritizes construction activities and resource needs based upon limited crew resources dispersed in multiple locations.
  • Partners with field management to ensure a strong partnership with the union; may be required to address permit and policy questions with local and regional governmental agencies.
  • Monitors and manages expenditures, ensuring that all financial targets are met, and examines any areas where budgets/expenditures vary from plan; assists with the definition and operation of effective financial controls and decision making.
  • Oversees resourcing decisions and planning for team; partners with HR in the definition of jobs, recruitment, evaluation and selection processes.
  • Reviews organizational development needs and training strategies to determine required learning and development outcomes for the team; provides guidance in the creation of development plans; monitors ongoing progress and provides coaching and mentoring and provides feedback; completes annual performance management reviews.
