We have an exciting opportunity for a Manager, Contracts, to join the Radio Frequency Solutions (RFS) Contracts team within Raytheon’s Advanced Products and Solutions Sub Business Unit (SBU). The Contracts professional will be responsible for proposal preparation, negotiations, contract management, and adherence to policies, practices and procedures. As a Manager, Contracts, you’ll have the opportunity to manage dynamic contracts supporting the ALR-69A Radar Warning Receiver (RWR) program within the Electronic Warfare Systems (EWS) portfolio. Success in this remote position is defined as being a dependable and critical partner with your assigned Program Teams in support of the Raytheon mission. Enablers for success include being able to effectively and proactively multi-task difficult or complex tasks, demonstrate good communication skills to influence both external and internal parties at the operational and leadership levels, and application of critical thinking and advanced knowledge to provide advice/guidance on contractual matters and risk mitigation.

Requirements

  • Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years' experience
  • Experience in leading and/or administering U.S. Government Contracts under the Federal Acquisition Regulations (FAR), and / or Defense Federal Acquisition Regulations Supplement (DFARS)
  • The ability to obtain and maintain a U.S. government issued security clearance is required.​ U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Active and existing security clearance required after day 1

  • Demonstrated success working in a remote environment and with a remote cross-functional team
  • Ability to multi-task with routine and complex contract/proposal activities while responding to emerging quick response activities
  • Experience with Contracts administration and negotiation of proposals and contracts of medium to high complexity
  • Mature judgment, proactive involvement in strategic issues and problem resolution skills
  • Active DoD Secret Clearance

Responsibilities

  • Participation in the review, analysis, and negotiation of Terms and Conditions
  • Perform proposal management and business risk mitigation
  • Prepare and submit proposals to customers, including offer letters, representations and certifications, and other RFP documentation as required
  • Own contract management and administration actions across the contract lifespan
  • Draft, interpret, and manage contract documents
  • Adhere to and comply with standardized procedures and compliance documentation
  • Interface with internal and external customers, and respond to stakeholder inquiries in a timely and efficient manner
  • Use critical thinking and proactive collaboration with cross-functional teammates to investigate and resolve difficult, and sometimes complex, matters
  • Provide advice/guidance on contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes.
  • Work autonomously with limited oversight
  • Contract closeout activities including material and property dispositioning, patent reporting and final invoicing
