About The Position

The Resilient Connectivity Products Portfolio, within the Collins Mission Systems Strategic Business Unit, has an exciting opportunity for a Manager, Contracts for the Joint Precision Approach and Landing System (JPALS) program. This candidate will play an integral role as a member of the program team responsible for cradle-to-grave contract management activities to include proposal preparation, contract negotiation, contract administration, and contract closeout. This candidate will be the Contracts lead for the new award from the US Navy for a Cost Plus Incentive Fee development program. A successful candidate will provide sound contract management guidance. In this role, you will be responsible for customer communication, contract management, change management, coordination of invoicing, fulfillment of contract requirements in accordance with company policies, legal requirements, and customer specifications. You will need to utilize regular application of thorough business acumen and subject matter expertise to understand program performance requirements, provide guidance, and influence results in support of program and financial objectives. Additionally, the Manager, Contracts is required to work closely with Program Management leadership, the Office of General Counsel, and cross-functional peers in support of program gate reviews, program management reviews, business strategy sessions, proposal reviews, risk management activities, and all other contractual related matters affecting the portfolio. We are seeking a leader with business acumen and initiative who thrives and enjoys working in a fast-paced, collaborative team environment and has the ability to navigate complex contractual landscapes, manage risk, and foster strong internal and external customer relationships. Your efforts will be critical to delivering products critical to Collins and the warfighter. Program team being supported is in Fullerton, CA.

Requirements

  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
  • Must have or be capable of obtaining a US Department of Defense (DoD) security clearance. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements
  • Experience with U.S. Government contracts under the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)
  • Experience as a Contracts Lead and/or leading contracts negotiations with customer
  • Experience with CPIF type contracts and Truth in Negotiations Act (TINA)

  • Strong interpersonal skills to work effectively with cross-functional internal and external stakeholders, including customers and leadership teams
  • Demonstrated ability to work within a team environment and develop effective relationships with internal and external customers based on respect and trust

Responsibilities

  • Work in a fast-paced and dynamic environment, partner with cross functional team members to develop creative solutions and resolve contractual matters.
  • Effectively communicate with internal and external customers to establish mutually beneficial relationships and influence business decisions.
  • Effectively manage contractual scope and terms and conditions to ensure work is performed to the overall contract scope.
  • Partner with cross functional team members in the analysis of Requests for Proposal (RFP), development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contracts implementation, as well as general contract administration.
  • Investigate and resolve complex contractual matters by applying astute critical thinking, gathering detailed information, seeking creative contracting techniques, and proactively collaborating with relevant stakeholders.
  • Provide strategic advice and guidance on numerous contractual rights/ obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes.
  • Multi-task routine and complex contract and proposal activities while responding to unplanned quick response requirements as they emerge.
