About The Position

This position is responsible for the implementation, administration and enforcement of municipal by-laws and provincial legislation, By-law and Animal Services. Ensures the section achieve compliance with municipal, provincial and federal legislation relative to the City to ensure public safety, property maintenance standards, consumer protection across the City. Ensures that the practices of this section do not interfere or contradict the work of other enforcement agencies, including the Region of Halton, Public Health, and Halton Regional Police Services.

Requirements

  • University Degree in Public Administration, Business Administration, Law or related field
  • Four (4) to seven (7) years of related experience
  • Two (2) years in a supervisory capacity

  • A valid G Class driver’s license is required with an acceptable driver’s abstract with no more than three (3) driving related convictions or an accumulation of no more than three (3) demerit points in the previous three (3) years prior to the date of hire, and/or no administrative driver license (ADLS) suspensions.
  • Successful candidate to provide a clear criminal record check with judicial matters check at their own expense.

Nice To Haves

  • Experience in a municipal enforcement environment is preferred.
  • Familiarity with Microsoft Office applications, GIS and computerized building records systems, such as AMANDA is considered an asset.

Responsibilities

  • Providing technical guidance, setting strategic direction and expectations for the section in order to ensure adherence to legislative regulations, corporate direction and policy and alignment with the city's culture expectations.
  • Ensuring by-laws, permitting and enforcement policies/procedures are current with applicable legislation (federal, provincial, regional (e.g. Public Health) and meet the current needs of the community based on trends and political feedback.
  • Ensuring sectional policies and procedures are communicated and developed in a manner that complies with all applicable law to limit risk and liability to the City.
  • Researching of best practices, trends and benchmarking with other leading municipal and public organizations related to the enforcement and inspections of municipal and provincial by-laws and regulations for which the section is responsible.
  • Managing the development and implementation of new or revised municipal by-laws, policy and procedures in an inclusive and consultative manner.
  • Representing the sections at public meetings and outside agency working groups including presenting at Committee and Council.
  • Managing sectional activities related to strategic planning, policy development, business planning including the development and monitoring of service level standards to ensure adherence to relative legislation.
  • Investigating and responding to inquiries and complaints from the public, politicians, outside agencies or city staff relating to areas within By-Law Enforcement and Animal Services.
  • Monitoring and recommending changes to the sectional operating and capital budgets based on operational needs. Benchmarks and updates Rates, Fees and Fines related to all areas of the section to ensure consistency with industry practice and to maintain appropriate levels of cost recovery.
