Reporting to the Law Enforcement Manager the Law Enforcement Officer is responsible for investigation, enforcement and prosecution of Westbank First Nation (WFN) Laws.

Requirements

• Minimum Grade 12
• Emergency Vehicle Operations Course (EVOC) Certification
• Certified Force Options Training within last 3 years
• Minimum 3 years’ experience in bylaw or law enforcement
• Criminal Record Check with Vulnerable Sector Search, with results acceptable to WFN
• First Aid and CPR Certificate
• Clear driving record – Valid Class 5 or better driver’s license
• Maintains a high level of confidentiality and uses discretion on all matters relating to the affairs of the Westbank First Nation
• Sound knowledge of basic principles of criminal, civil and administrative law
• Prior experience with court processes
• Good hearing and vision
• Good physical condition
• Able to accommodate shift work
• Excellent Communication Skills
• Ability to work under pressure and to manage difficult situations
• Good Computer skills
• Good writing skills
• Strong team player
• High level of integrity and professionalism

Nice To Haves

• Law Enforcement Studies diploma from BC Justice Institute or equivalent
• Experience working with indigenous communities/people considered and asset
• Equivalent combination of education, training and experience may be considered

Responsibilities

• Patrols all Westbank First Nation Lands to ensure compliance with WFN laws
• Enforces all laws and issues permits, warnings, tickets or violation notices
• Responds to public inquiries and complaints regarding public safety, lands, and environmental concerns
• Liaises with other governmental, law enforcement and regulatory agencies, including: Health Canada, RCMP, CORD Dog Control, ICBC, Liquor Control Branch, SPCA, Ministry of Environment Conservation Officers, City of Kelowna, City of West Kelowna, Environment Canada and the Fire Department
• Acts as the Animal Control Officer for WFN including dog control, impounding, wildlife control, and investigations in affiliation with CORD Dog Control and the SPCA
• Represents WFN on the regional Emergency Operations Centre (EOC)
• Enforces Provincial and Federal Acts as authorized and in affiliation with the RCMP
• Assists with minor medical and fire calls
• Records and investigates complaints or inquiries
• Investigates business practice complaints
• Maintains a daily written journal detailing patrol records, violation notices and all other activities
• May be required to prepare monthly schedules
• Keeps detailed monthly and yearly statistics, and provides year end reports from the data collected
• Prepares and gives evidence at Adjudication hearings as required
• Processes and oversees the preparation and approval of applications for Special Event Permits
• Provides necessary support and advice to WFN staff on law enforcement matters
• Explains WFN laws to the public
• Attends community functions as required
• Reports to RCMP any infractions of the Criminal Code where arrest or other RCMP action is necessary
• Arranges for towing or removal of illegally parked or abandoned vehicles. Prepares reports and maintains files on abandoned vehicles, and in investigates any abandoned vehicle files passed on from RCMP
• Assists on an advisory basis, in the drafting or redrafting of WFN Laws
• Serves utility disconnection notices, or other legal notices as required
• Monitors WFN community lands for compliance with WFN law, policies, rules and regulations
• Responds to all WFN facility alarm call-outs as required
• Performs all duties and responsibilities in accordance with the Westbank First Nation laws, policies, standards, and procedures and as directed by the Law Enforcement Manager
