Reporting to the Executive Director, Motor Vehicle Modernization, the Manager of Business Operations and Modernization provides strategic leadership for IT support, service management, and system modernization initiatives to ensure efficient, compliant, and user-focused operations. The role also establishes and maintains knowledge management frameworks and comprehensive documentation to support operational consistency, continuous improvement, and organizational effectiveness. The Manager works in a complex, fast-paced environment, balancing day-to-day IT operations with strategic modernization initiatives while managing competing priorities, tight timelines, and diverse stakeholder needs. The role requires strong leadership, sound judgment, strong communication, and effective change management to navigate operational challenges, optimize resources, manage risks, and ensure successful project delivery, service continuity, and organizational alignment.

Requirements

  • University degree in Computer Science, Business/Commerce, Public Administration, Social Sciences, or a related field, supplemented by a minimum of four (4) years of progressively responsible and related experience.
  • Equivalency will be considered on a one-to-one basis; One year of experience for one year of education and vice versa.
  • Proven leadership experience managing teams in a complex operational IT environment.
  • Extensive experience leading IT projects and operational initiatives, with the ability to manage competing priorities, and drive continuous improvement.
  • Strong knowledge of government processes related to approvals, strategic planning, financial management, and human resource management.
  • Advanced proficiency in Microsoft 365 applications (Word, Excel, Teams, OneDrive, SharePoint, and Outlook), with the ability to quickly learn and adapt to new and specialized systems.
  • Demonstrated expertise in business process design, implementation, and continuous improvement to enhance operational effectiveness and efficiency.
  • Strong communication skills and proven ability to work effectively and communicate proactively with partners and stakeholders to resolve IT challenges.

Nice To Haves

  • Certification or formal training in Lean Six Sigma (Green Belt or higher).
  • Project Management Professional (PMP) certification or equivalent project management training.

Responsibilities

  • Oversees the delivery of daily IT support operations, ensuring timely issue resolution, effective user access management, and coordination with internal teams, vendors, and shared support services.
  • Leads user acceptance testing and application validation to support reliable system performance and service delivery.
  • Communicates effectively and proactively with a variety of partners (e.g., vendors, Technology and Innovation, etc.) and stakeholders (often external to government) on IT disruptions, enhancements, and solutions.
  • Leads system modernization initiatives from planning through implementation, ensuring alignment with legislative, policy, and divisional priorities.
  • Manages stakeholder engagement, project timelines, risks, and vendor relationships to deliver successful outcomes.
  • Provides leadership by aligning team responsibilities with individual strengths, fostering collaboration, and ensuring balanced workloads.
  • Supports employee growth through mentorship, performance feedback, cross-training, and ongoing professional development.
  • Drives modernization strategies and business process improvements in collaboration with senior leadership, cross-ministry partners, and external stakeholders.
  • Leads change management efforts through structured communication, stakeholder engagement, training, and user readiness activities.
  • Champions continuous improvement by using data, stakeholder input, and Lean/Six Sigma methodologies to improve efficiency, standardization, and scalability.
  • Leads business analysis and process redesign initiatives to modernize operations and optimize service delivery.
  • Develops and oversees a comprehensive knowledge management framework to ensure organizational knowledge is effectively captured, governed, and accessible.
  • Establishes standards, maintains SharePoint repositories, and promotes best practices that support knowledge sharing and continuous improvement.
  • Oversees the development and maintenance of operational documentation to ensure processes remain accurate, current, and aligned with legislation and policy.
  • Collaborates with subject matter experts to modernize documentation, train staff, and implement ongoing review processes to support operational consistency.
