About The Position

Performs highly complex (senior-level) managerial work administering the daily operations of multiple rural clinic sites. Responsibilities include establishing goals and objectives; developing and implementing policies and procedures; coordinating and evaluating program and clinic activities; managing budgets and resources; and supervising staff. Works under limited supervision with moderate latitude for independent judgment and decision-making. This position will oversee and travel amongst the Hamilton, Copperas Cove, Lampasas and Gatesville Clinics. Oversees and directs the performance and operations of assigned rural clinic sites, ensuring effective clinical, administrative, and operational functions across locations.

Requirements

  • Bachelor’s degree in a field relevant to the assignment required, along with experience in a behavioral health program or related field.
  • Knowledge of mental health systems of care and service delivery models.
  • Knowledge of HHSC, LMHA, and other applicable regulatory and contractual requirements.
  • Ability to interpret regulations, apply policies, and ensure program compliance.
  • Strong leadership, communication, and interpersonal skills.
  • Ability to supervise staff, evaluate performance, and support workforce development.
  • Ability to analyze data, monitor outcomes, and implement quality improvement initiatives.
  • Ability to manage multiple sites, competing priorities, and operational demands.
  • Ability to remain calm, professional, and effective during high stress or crisis situations.
  • Demonstrated commitment to trauma-informed care and culturally responsive services.
  • Requires frequent travel within the service area; must maintain a valid driver’s license and insurable driving record.
  • Must maintain compliance with all required training, certifications, and continuing education.
  • Regular attendance, dependability, and punctuality are essential to support business operations.

Nice To Haves

  • Minimum of three (3) years of program management experience or advanced clinical experience in a behavioral health setting.
  • Master’s or Doctoral degree in a mental health-related field.
  • Texas clinical licensure (LPC, LCSW, LMFT, or Licensed Psychologist) preferred.
  • Supervisory experience in community mental health services.

Responsibilities

  • Oversees and directs the performance and operations of assigned rural clinic sites, ensuring effective clinical, administrative, and operational functions across locations.
  • Manages day-to-day program operations in compliance with HHSC, LMHA, and contractual requirements.
  • Monitors program goals, contract targets, timelines, and productivity standards; provides coaching and implements corrective actions to drive performance outcomes.
  • Develops, implements, and monitors policies, procedures, and workflows to ensure consistency, compliance, and quality service delivery.
  • Participates in continuous quality improvement (CQI) activities to strengthen service delivery and outcomes.
  • Oversees budget expenditures, staffing patterns, and productivity indicators; and analyzes trends.
  • Provides administrative and/or clinical supervision, including performance management, coaching, and documentation of employee performance in accordance with Center policy.
  • Ensures timely, accurate, and complete documentation, including EHR records, staff documentation, timesheets, and related administrative records.
  • Facilitates staff meetings and promotes effective communication and coordination across sites.
  • Serves as a liaison with internal departments, external partners, and regulatory entities to support integrated service delivery.
  • Ensures staff maintain compliance with training, licensure, credentialing, and continuing education requirements; maintains professional competency in accordance with Center and regulatory standards.
  • Communicates with Behavioral Health leadership to support coordinated, continuous, and person centered care.
  • Applies de-escalation and crisis response techniques in accordance with training and Center policy.
  • Demonstrates professional, ethical conduct consistent with Center values, trauma-informed care principles, and cultural sensitivity.
  • Organizes and prioritizes responsibilities in a clinic environment, exercising sound judgment and decision making.
  • Maintains regular attendance and travels between assigned rural sites as required to support operations.
  • Performs other duties as assigned within the scope of the position.
