The employee will be assigned to the Facilities Management Service, Project Development Section, at the VA Healthcare System in Palo Alto, California. The position plans, coordinates, and executes building and space activation, transition, and deactivation activities across the campus. It also supports capital asset planning, manages space assignments, and provides project management for capital construction projects to optimize facility utilization and align facilities with strategic goals. This is a multi-grade career ladder position. At the GS-11 level, assignments are more limited in scope and are performed with less independence; the employee progressively develops the background to perform at the GS-12 full-performance level. Promotion is discretionary and depends on satisfactory performance, availability of higher-level work, and available funding. The role formulates transition budgets and plans, coordinates furniture, fixtures, equipment, and capital equipment needs, and oversees related procurement, staging, warehousing, and installation. It works with clinical and administrative services and a broad range of facility specialists to ensure building activations are coordinated and that infrastructure is included in construction documents. The employee serves on project teams, leads Integrated Project Teams, provides project management guidance, develops future projects for the facility's capital construction portfolio, and advises on space management and assignments. The work schedule is Monday through Friday, 8:00 a.m. to 4:30 p.m. The position is not virtual; the employee must live within or be willing to relocate within commuting distance of the duty location. Evening and weekend work may be required, along with infrequent overnight travel. Recruitment and relocation incentives are not authorized.
