About The Position

This position is located in the Financial Planning and Management Division of the Finance Department within the City of Oklahoma City. The Management and Budget Analyst I is primarily responsible for assisting in the preparation, monitoring, and analysis of the City budget, capital budget, revenue forecasting, reviewing budgetary expenditures, and facilitating strategic planning, and performance measurements.

Requirements

  • Minimum of two (2) years’ experience in financial analysis, public budgeting, data analysis, or performance measurement.
  • Possession of a bachelor's degree or higher in finance, accounting, business, economics, a closely related field, or equivalent combination of education and experience may be substituted for the education on a year-for-year basis.
  • Knowledge of budgetary management practices and principles.
  • Knowledge of financial systems, fund structures, common data sets.
  • Knowledge of the Municipal Budget Act.
  • Skill in verbal and written communication while using tact and diplomacy.
  • Skill in applying knowledge of budgetary and management principles to work performed.
  • Skill in compiling and analyzing data.
  • Skill in the use of queries to produce data sets for analysis.
  • Skill in performing relevant mathematical, algebraic, and statistical computations.
  • Skill in tabular programs, including modification and development of spreadsheets.
  • Ability to apply principles of logical thinking to solve practical problems.
  • Ability to establish and maintain effective working relationships.
  • Ability to train and aid finance and management staff Citywide.
  • Ability to learn city systems and procedures.

Responsibilities

  • Researching and analyzing City budgetary functions and activities to make recommendations for organizational improvements.
  • Communicating thoughts, ideas, and recommendations in a concise, logical and understandable written format.
  • Disseminating complex ideas through formal and informal presentations to all levels of the organization.
  • Utilizing various mathematical and statistical methods to compare and project quantitative data for inclusion in various narrative and statistical reports related to various assigned projects.
  • Working closely with City personnel during the study and implementation of recommendations and making follow-up investigations after implementation.
  • Demonstrating interpersonal skills when interacting with City personnel and when obtaining or providing information on problems that may be of a controversial nature.
  • Utilizing tact and diplomacy to attain understanding and cooperation to achieve desired results.
  • Serving as a project team leader and providing technical assistance to City departments, finance, and management staff.
  • Performing other duties as assigned.
