About The Position

The City of Flagstaff is seeking a Management Analyst to lead our Intergovernmental Affairs program and shape the future of our community through strategic advocacy. In this high-impact role, you'll partner with contract lobbyists and the Arizona League of Cities and Towns to track legislation, craft advocacy strategies, and build lasting relationships with state and federal lawmakers. You'll also manage the city's annual lobbying trips and serve as a key policy liaison between Flagstaff and external agencies, all while contributing to exciting projects within the Communication and Civic Engagement Division. Requirements

  • Bachelor’s degree in Public Administration, Public Policy, or a related field
  • Three (3) years of experience working in legislative affairs, public policy sector, or a related field
  • Any combination of relevant education and relevant experience may be substituted on a year-for-year basis.
  • Must possess, or obtain upon employment, a valid Arizona driver’s license
  • Regular attendance is an essential function of this job to ensure continuity

Nice To Haves

  • Master’s degree in Public Administration, or related field
  • Knowledge of principles of public policy issues, political issues, the functioning of the Arizona State Legislature, and effective lobbying methods

Responsibilities

  • Provides excellent customer service to both internal and external customers
  • Leads the city’s Intergovernmental Affairs program
  • Works with the city’s contract lobbyists and the Arizona League of Cities and Towns to advance the city’s legislative goals
  • Reviews and researches legislation affecting the city; recommends and implements advocacy strategies
  • Drafts documents relevant to the city's legislative agenda to be used in lobbying efforts
  • Develops and maintains effective working relationships with Arizona state legislators, federal, state and local agencies, and staff
  • Develops and maintains strategic partnerships with local government entities, nonprofit organizations and other stakeholders to support joint initiatives and programs
  • Manages the annual state and federal lobbying trips, including developing materials and coordinating schedules with lobbyists
  • Frequently interacts with city leadership, elected officials, and external public and private agencies
  • Provides professional, executive, technical or administrative guidance to city leadership
  • Participates in meetings with external agencies, elected officials, private industries, or citizen commissions and boards, and represents the city’s interests
  • Acts as policy liaison between the City of Flagstaff and external agencies or organizations
  • Manages a variety of organizational programs, including but not limited to boards and commissions, ensuring effective operations, stakeholder communication, and compliance
  • Conducts a variety of complex, independent research projects to assist with executive, legislative, and administrative review
  • Responds to a wide variety of inquiries from internal and external customers including confidential or sensitive subject matter or materials and must be approached methodically with care and discretion
  • Safely operates a city vehicle in the performance of business-related activities and assigned duties
