About The Position

The Video Disclosure Management Analyst supports the QA Division with overseeing the intake, organization, review, and release of video evidence in accordance with legal requirements and departmental policies. This role ensures timely and accurate responses to requests for disclosure and/or release. The role coordinates with QA division members, police attorneys, and community stakeholders to facilitate transparent and compliant video management operations.

Requirements

  • An associates degree and at least one (1) year of relevant work experience OR Bachelor’s degree
  • Valid North Carolina or South Carolina Driver’s License
  • Ability to maintain a high degree of confidentiality with an understanding of general practices related to police activity related recordings, legal records management, data protection, and privacy/confidentiality.
  • Ability to effectively communicate orally and in writing ideas/concepts, findings/results, interpretations, and evaluations.
  • Ability to independently access, extract, correlate, interpret, and disseminate information, instructions, guidelines, and regulations.
  • Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, and agency rules.
  • Grasping, talking, hearing, seeing, and repetitive motions.
  • Ability to see, hear, and communicate information effectively.
  • Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proofreading, data entry, tabulating data.
  • Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain.
  • Comprehend written information in work-related documents.
  • Ability to hear, understand, and distinguish speech.

Nice To Haves

  • Bachelor’s degree with three (3) years of relevant experience.
  • Experience with Microsoft 360, Word, Excel, relational database concepts, and SQL.
  • Experience navigating and utilizing CAD, Report Beam, KBCOPS, NC judicial branch portal, Evidence.com.

Responsibilities

  • Monitor and manage the Video Disclosure and CLEAR email inboxes to ensure timely responses and workflow efficiency.
  • Understand, apply, and clearly explain NCGS 132‑1.4A as it relates to video disclosure and release.
  • Maintain strict confidentiality when handling recordings and sensitive information.
  • Research, review, and retain agency‑owned recordings in Evidence.com and Genetec.
  • Research recording related information in CAD, Report Beam, KBCOPS, and/or the NC judicial branch portal.
  • Respond via email to community members, partner law enforcement agencies, and prosecutorial partners regarding the video disclosure process.
  • Review and interpret petitions, court orders, and related documents governing release of agency owned recordings.
  • Collaborate with the Police Attorney’s Office on video preservation requests.
  • Record all video disclosure activities in the division database, ensuring accuracy and consistent data tracking.
  • Support division sergeants by scheduling video disclosure appointments.
  • Collaborate with the PIO to use the media room for video disclosure viewings.
  • Collaborate with PSIT as needed for video related IT troubleshooting.
  • Support divisional goals related to policy development and the organizations participation in accreditation.
  • Perform other duties as assigned.
