About The Position

The Clark County Department of Aviation (DOA) is seeking qualified candidates to apply for the Management Analyst I/II - Facilities Budget Liaison. This position develops and performs professional level administrative, organizational, systems, budgetary, contracts, and related analysis for DOA's Facilities Division. This role will act as the division's budget liaison and will be responsible for other maintenance procurement focused responsibilities required to support execution of the division's annual operations and maintenance and capital expenditures budgets. Other duties include, but are not limited to, analyzing financial data and reports, utilizing spreadsheets, forecasting budgetary planning, managing and tracking regulatory and compliance assets, creating work orders and desktop requisitions, utilizing a computerized maintenance management system, managing and tracking contracts, providing staffing updates, and working closely with DOA's Finance Division, along with other divisions and stakeholders. Management Analyst I: $32.77 – $48.43 Hourly Management Analyst II: $35.38 – $52.32 Hourly The Management Analyst I is a training underfill position, upon successful completion of the training program the successful candidate will be non-competitively promoted to Management Analyst II. This examination will establish an Open Competitive Eligibility List to fill current and/or future vacancies that may occur within the next six (6) months at either level or may be extended as needed by Employee Services. Employee Services reserves the right to call only the most qualified applicants to the selection process.

Requirements

  • Bachelor's Degree in Business or Public Administration or a related field.
  • Full-time administrative experience in a field related to the work may be substituted for the degree on a year-for-year basis to a maximum of two (2) years.
  • Minimum of one (1) year of full-time professional experience in performing administrative, budgetary, operational or similar analyses and studies.
  • Possession of a valid Nevada Class C Driver's License at time of appointment.
  • Ability to pass a pre-employment drug examination.
  • Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor vehicle registration and drivers' license laws within 90 days of employment.
  • Must be legally authorized to work in the United States.
  • Ability to pass an education/experience background investigation.
  • Ability to pass a fingerprint-based criminal history record check processed by the FBI.
  • Ability to be granted and maintain a security badge as mandated by the Transportation Security Administration.
  • Must present two original government issued ID's upon acceptance of job offer.
  • Ability to pass a ten year employment and five year residency history record check.
  • Ability to present original identity based documentation in order to meet the requirements for a Security Seal.
  • Mobility to work in a typical office setting, use standard office equipment, and be capable of driving a motor vehicle or arranging for transportation in order to attend off-site meetings and visit various work sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.

Responsibilities

  • Plans and organizes administrative, operational, budgetary or other studies related to the activities or operational area to which assigned.
  • Determines analytical techniques and data gathering processes and obtains required information for analysis.
  • Analyzes alternatives and makes recommendations regarding such matters as organizational structure, team and quality improvement alternatives, budget development and administration, staffing, facilities, productivity, and policy and procedure development and implementation.
  • Oversees ongoing departmental areas such as directing departmental capital improvement inventories, developing departmental funding sources and accounting and project control systems.
  • Confers with management and operational staff and assists in implementing changes resulting from such studies and analyses.
  • Assists with and performs specific management support activities such as coordinating and preparing Board agenda items, coordinating departmental budget development and administration, reviewing and assessing proposed legislation, coordinating the development of departmental automated systems and representing the department head and others as specified.
  • Confers with and represents the department and the County in meetings with staff from other departments, representatives of governmental, community, business, professional and public agencies and the public.
  • Provides liaison and staff support to a variety of committees and commissions.
  • Negotiates and administers a variety of agreements and service contracts.
  • Maintains accurate records and files related to the areas of assignment.
  • Prepares a variety of technical, statistical and narrative reports, correspondence and other written materials.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
  • Completes informational surveys; prepares and submits reports to various regulatory agencies, funding sources and other organizations.
  • May direct the work of professional, technical or office support staff on a project or day to day basis.
  • Uses standard office equipment including a computer, in the course of the work; may drive a County or personal motor vehicle or be able to arrange for appropriate transportation in order to attend off-site meetings and visit various work sites.
