About The Position

The City of Goleta is seeking a Management Analyst to fill a vacancy in the Planning and Environmental Review department. This role will support the Affordable Housing Program under the direction of the Housing Manager. Responsibilities include public interaction, reviewing housing plans, drafting and interpreting affordability documents, maintaining housing inventory, monitoring deed-restricted units, researching housing trends, and preparing reports and resolutions. The ideal candidate will have a passion for and familiarity with affordable housing, with experience in permit processing, real estate transactions, GIS/databases, and legal contracts being highly desirable. Bilingual pay is available for this position, subject to certification.

Requirements

  • Graduation from an accredited college or university with a Bachelor's degree in public administration, business administration, or a related field.
  • Two years of responsible administrative and analytical experiences, preferably within a local government environment, in the collection, compilation, and analysis of data involving financial, budgetary, operational, or administrative issues.
  • Knowledge of principles and practices of public administration and municipal government management.
  • Knowledge of organization and management practices as applied to the analysis, evaluation, development and implementation of programs, polices and procedures.
  • Knowledge of principles and practices of municipal government budget preparation and administration.
  • Knowledge of research and reporting methods, techniques and procedures.
  • Knowledge of municipal programs including purchasing, human resources, risk management, finance, budgeting, and other related governmental program.
  • Knowledge of pertinent Federal, State and local laws, codes and regulations.
  • Knowledge of modern office practices, methods computers and computer software including Microsoft Word and Excel.
  • Knowledge of safe driving principles and practices.
  • Ability to perform responsible and difficult administrative work involving the use of sound judgment and personal initiative.
  • Ability to perform organizational and budget analysis and present recommendations in a clear and concise manner.
  • Ability to analyze, interpret, summarize, and present administrative and technical information and date in an effective manner.
  • Ability to effectively administer a variety of departmental programs and administrative duties.
  • Ability to evaluate and recommend improvements in operations, procedures, policies, or methods.
  • Ability to interpret and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions.
  • Ability to plan, organize, and execute assignments with minimal supervision and direction.
  • Ability to understand and carry out verbal and written instructions; express ideas clearly and concisely verbally and in writing; read, understand, and utilize data.
  • Ability to establish and maintain professional and cooperative working relationships with those contacted in the course of work.
  • Ability to use a computer and utilize software applications such as word processing, spreadsheets, database management, and graphics presentations as required by the duties of the assignment.
  • Possession of a valid Class "C" California driver's license and a satisfactory driving record may be required.

Responsibilities

  • Assist with the Affordable Housing Program responsibilities.
  • Interact with the public, applicants, and decision-makers.
  • Review affordable housing plans.
  • Draft and interpret affordability documents.
  • Maintain inventory for affordable housing.

  • Assist in the development of goals, objectives, policies, programs, and priorities for the organizational function to which assigned.
  • Conduct surveys and perform research and statistical analysis on administrative, fiscal, personnel, and operational problems and/or issues.
  • Collect and compile data in office and field; analyze data and make recommendations on the formulation of policies and procedures.
  • Assist in preparing, analyzing, and administering operating and capital improvement program budgets by collecting data necessary to prepare departmental budgets.
  • Compile information and prepare manuals, documents, resolutions, or publications relating to administrative, fiscal, or operational issues.
  • Formulate departmental and/or City policies and procedures; prepare ordinances and resolutions for City Council consideration and adoption.
  • Conduct or direct assigned projects or program activities; perform research and statistical analysis; prepare and present reports of findings and recommendations as to appropriate action.
  • Administer projects, contracts, and monitor work performed by consultants; prepare related reports, and monitor budget expenditures.
  • Lead or participate in committee activity; conduct activities with other City departments, agencies, organizations, and the community, contributing views and interests of the City and/or department in the execution of assigned duties.
  • Formulate recommendations and write grant applications; prepare and monitor program grants and related proposals; write and edit articles for City publications, City website, correspondence, and press releases.
  • Assist in coordinating human resources programs such as recruitment and selection, classification and compensation, employee benefits, and Worker's Compensation.
  • Prepare and present reports to City Council, commissions and/or committees.
  • Participate in special projects including research of new programs and services.
  • Provide assistance to department management, other City personnel, and the public regarding administrative, fiscal, or operational issues, policies, or procedures.
  • May provide technical guidance and functional supervision to staff in the course of performing responsibilities.
