Housing Program Analyst
About The Position
The Office of Housing and Community Development (OHCD) is seeking a Housing Program Analyst responsible for maintaining a caseload of Housing Choice Voucher Program (HCV) participants. This role involves determining program eligibility, calculating household income and assets, allowable expenses, family size, and allowable rent amounts for landlords. The position requires interviewing and certifying applicant eligibility at initial intake and recertification, negotiating with landlords, and processing housing assistance and tenant rent payments. The analyst will also manage numerous caseloads, including end-of-lease procedures, annual and interim certifications, and processing new moves. Additionally, the role involves conducting tenant certification meetings, responding to inquiries, developing partnerships with internal and external agencies, and consulting with prospective rental families. This position offers telework options and the opportunity to work with a dedicated team.
Requirements
- High School Diploma or G.E.D.
- 4 years of related experience
- Ability to work independently and in a team environment.
- Must have the ability to demonstrate exceptional customer service.
- Valid Driver’s License
Nice To Haves
- Experience in determining eligibility for Housing Choice Voucher Program and Family Self-Sufficiency Program Participants, including certifying eligibility, occupancy, and determining program eligibility through calculation of household income, allowable deductions, utility, and payment standards.
- Intermediate MS Excel experience and Microsoft Office Suite experience.
- Preferred experience in Housing Pro Software
- Good communication skills, both oral and written.
Responsibilities
- Maintain a caseload of Housing Choice Voucher Program (HCV) participants.
- Determine program eligibility, calculate household income/assets, allowable expenses, family size, and allowable rent amounts for landlords.
- Interview and certify the eligibility of potential applicants at both initial intake and recertification.
- Negotiate with landlords.
- Evaluate family size and income, and calculate family assets and appropriate expenses.
- Develop and maintain partnerships with internal and external agency partners to track participant progress and remove barriers to success.
- Consult with prospective rental families on securing housing options within a private housing market.
- Process housing assistance and tenant rent portions payments.
- Prioritize numerous caseloads by involving end-of-lease procedures, annual and interim certifications, and processing new moves for Participants.
- Conduct tenant certification meetings and briefings.
- Respond to emails and phone calls.
- Perform other duties of a similar nature or level.
