About The Position

Under limited supervision, performs administrative and supervisory work directing the operation and maintenance of City buildings, grounds and facilities. Work involves planning, scheduling, supervising, participating in, and inspecting the work of departmental employees engaged in the maintenance, repair and construction of City buildings and facilities. Oversees the City maintenance contracts, warranties and agreements. Employee is responsible for determining priorities and assigning personnel to various job sites; determining the nature and extent of maintenance and repair work to be performed and procuring needed maintenance supplies and materials; preparing monitoring records of expenditures throughout the year to ensure that monies are handled properly; and receiving and evaluating bids and price quotations for maintenance projects. Employee must exercise considerable initiative and independent judgment in ensuring that necessary work is performed in a timely manner. Considerable tact and courtesy are required in frequent contacts with contractors, internal and external customers. Reports to Facilities Division Manager or designee.

Requirements

  • Associate degree in business management, business administration, or related field and a minimum of four (4) years of experience in the mechanical, electrical or construction trades professions.
  • OR; Graduation from high school plus a minimum of eight (8) years of experience in the mechanical, electrical or construction trades profession.
  • A minimum of three (3) years supervisory experience required.
  • Must possess a valid Florida Driver’s License and have and maintain an acceptable, safe driving record.

Responsibilities

  • Schedules and assigns activities of maintenance crews, ensuring adherence to established laws, regulations, policies and procedures.
  • Assists and advises subordinates, as necessary, resolving problems as non-routine situations arise.
  • Instructs crews on work prior to commencing projects.
  • Inspects work upon completion of assigned tasks.
  • Supervises activities of outside contractors, ensuring quality of work performed and adherence to established project specifications.
  • Monitors related contracts within city buildings and properties.
  • Meets with departments to determine the work needs.
  • May act as Project Manager for major repairs and changes to City facilities.
  • Prepares contracts for vendors, acts as City liaison to contractors.
  • Provides information for the creation of purchase orders for needed city repairs.
  • Prepares computer generated spreadsheets for projects which show materials, labor, and approximate timetables required in order to complete the project.
  • Completes paperwork on projects.
  • Assists with conducting various analyses and inspections of City buildings to include, but not limited to, heating, air handling, lighting, plumbing, electrical, and other building systems.
  • Assists with developing preventative maintenance plans.
  • Oversees and conducts repairs for all City facilities, including all park facilities.
  • Negotiates costs through consultants when needed.
  • Prepares and reviews employee performance appraisals; initiates personnel actions, hiring, recruitment, interviews, promotions, transfers, discipline, coordination of training/testing, scheduling, etc.
  • Receives and approves time sheet and activity logs.
  • Establishes and monitors adherence to maintenance schedules for department’s equipment; oversees performance of maintenance and repair work as scheduled or otherwise necessary.
  • Participates in the development and administration of annual budget.
  • Determines section needs; develops specifications for equipment and contractual services; monitors expenditures and requisitions of all buildings/structures, equipment, supplies and materials.
  • Researches equipment and supply prices and prepares purchase specifications; purchases supplies and equipment as necessary to maintain adequate inventory for daily maintenance operations.
  • Performs other related work as required.
