About The Position

This position is responsible for the overall management of the operations, maintenance, and capital planning of Citywide facilities assets. Important areas of responsibility include budget development and tracking, short and long-range capital improvement project planning, as well as planning, controlling, evaluating, and directing the daily operations for the Facilities Division with a focus on the City’s sustainability goals. This position requires strong interpersonal and leadership skills and an ability to partner with facility users, staff, and vendors to efficiently sustain City facility assets. Oversees and is responsible for the building maintenance operations of all City public buildings; ensures quality service by implementing preventive maintenance measures and by thorough, efficient and timely repairs.

Requirements

  • HVAC equipment, building controls, plumbing systems, electrical components; basic knowledge of electrical, plumbing, mechanical skills; Energy Management Systems, Principles and practices of facilities maintenance and architectural design, including building codes and the Americans with Disabilities Act as it relates to facilities maintenance and operation, historic building preservation and management
  • Project management skills for building and facilities capital maintenance projects, managing vendors and associated contractual services for regular maintenance and capital maintenance projects, occupational hazard and safety precautions applicable to the various facilities maintenance operations and activities, demonstrated skill in the operation of equipment necessary to perform the functions of the job.
  • Make decisions recognizing established precedents and practices and use proper judgment, resourcefulness and tact in meeting new situations and problems, determine cost material estimates for maintenance repair and operations as well as specific projects, develop and maintain a system of preventative and predictive maintenance.
  • Collaboration skills for working with multiple departments, building operators, vendors, and other partners.
  • Plan, assign, instruct, supervise and direct the work of staff; analyze situations quickly and objectively and determine proper courses of action to be taken; express ideas clearly and concisely, both orally and in writing; operate and maintain applicable equipment; read and follow written and verbal instructions; perform heavy lifting; establish and maintain effective working relationships with employees, the public, and other agencies.
  • Minimum of five (5) years hands-on repair experience in all major building systems; five (5) years supervisory experience, five (5) years of progressive technical, planning, and administrative experience, or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities.
  • Must possess a valid Colorado Driver's license and maintain a safe motor vehicle record.

  • Certified Facility Manager (CFM), Facility Management Professional (FMP), Sustainability Facility Professional (SFP), LEED Professional Credentials, or other professional certifications are preferred

Responsibilities

  • Plans, organizes and directs the activities and operation of the Facilities Management Division
  • Provides division personnel with appropriate training, direction and technical assistance to ensure effective and efficient operations
  • Reviews, analyzes, and evaluates Facilities Management Division procedures and standards and oversees operations in a manner that reflects best practices and meet current and long-range needs.
  • Ensure annual Life Safety inspections and certifications are up to date with CDLE and compliance engine.
  • Develops and prepares Facilities Management annual budgets, annual report, and quarterly activity reports including financial reports and analysis of energy consumption and other key metrics
  • Conducts strategic planning for the renewal and replacement of facilities and assets, and maintains a proactive process for budgeting and scheduling the rehabilitation or replacement of building systems
  • Resolve problems through positive interaction and teamwork with various City staff, vendors, and general public as needed
  • Manages City’s maintenance responsibilities on leased facilities
  • Supervises the preparation of project designs, bids, and contract documents for vendor services, capital projects, and major facility shutdown operations
  • Provides oversight of contractual services for regular maintenance of facilities
  • Administers and monitors the Division's budget and ensure proper procurement standards are followed
  • Maintains standards, policies, and other criteria necessary to ensure the efficient and responsive delivery of services to users of the City's facilities; highly knowledgeable of the annual regulatory requirements for building life safety systems, and sustainability and efficiency of systems.
  • In coordination with Division staff, executes and performs a variety of technical repairs, utilizing skilled knowledge of structural, HVAC, plumbing, electrical and mechanical systems; troubleshoot problems in major building equipment, controls and systems
  • Oversees the management of Building Automation System (BAS) controls
  • Serve as administrator for facility management software system
  • Support other City departments and public access facilities in facility-related projects
  • Oversee recruiting, selection, on-boarding, and retention of division staff in collaboration with Human Resources
  • Ensures employee policy compliance and performance, including overseeing performance reviews, corrective actions, and discipline
  • Purchase supplies and maintain inventory necessary to successfully complete the work of the division
  • Ensure safe working conditions for staff; comply with regulations
