About The Position

High Point & Affiliated Organizations is a health and human service agency dedicated to treating and preventing substance use disorders and mental illness. Our Opioid Treatment Program (OTP) provides methadone treatment to adults aged 18 and older with opioid use disorder, focusing on individualized treatment plans developed collaboratively with patients and clinicians. The Program Administrator role supports the OTP program and nursing team, with potential for early morning hours to open the program for patient medication dosing at 5:00 am, offering flexibility based on program needs.

Requirements

  • Nursing degree and active unrestricted Nursing License (LPN) required
  • Must always present as courteous and professional.
  • Highly organized with the ability to keep accurate notes and records.
  • Demonstrated flexibility and ability to perform multiple tasks.
  • Must have excellent written and verbal communication skills, including the ability to organize ideas in a logical and clear fashion.
  • Proficiency and knowledge of basic computer skills and software programs including the ability to learn, use and train HPAO's Electronic Heath Records (EHR).
  • Must have the ability to work with others in a cooperative and collaborative manner.
  • An understanding of the relationship between substance use and mental health issues and/or self-help programs.
  • Comply with Federal Regulations, 42 CFR Part 2, Substance Abuse Confidentiality Regulations and HIPAA regulations.
  • Certification in the HPAO approved de-escalation program.
  • An understanding of ethics and boundaries.

Responsibilities

  • Develop a comprehensive and evidence-based treatment program to comply with all laws, regulations of the Department of Public Health Bureau of Substance Abuse Services; accrediting bodies and organizational policy.
  • Oversee hiring, training, supervision, directly or indirectly, and evaluation of all staff in program.
  • Develop and assure adequate staffing coverage for regulatory requirements.
  • Annually review job descriptions of all unit staff and complete performance evaluations on persons directly supervised in accordance with agency procedures.
  • Assure accurate and timely completion of all required documentation required by agency policy, regulation or contract.
  • Assist in preparing an annual budget and managing expenses to stay within the approved budget.
  • Keep DON fully informed of critical incidents, unit productivity, client caseloads, expenditures, potential new contracts, and issues that could affect the program.
  • Attend and participate in management meetings as scheduled and professionally represent the facility in community meetings.
  • Train and oversee compliance with resident confidentiality laws, including CFR 45 HIPAA, and CFR 42 Part 2, Alcohol and Drug Resident Records, including reporting breaches to Compliance for proper notification to regulatory agencies.
  • Reliable work attendance and ability to respond to after hours emergency situations.
  • Demonstrated skill in supervision, coaching, and appropriate disciplinary documentation.
  • Preparation of reports and correspondence in response to licensing and accreditation boards.
  • Collaborate and participate in meetings with other community organizations to enhance communication and service delivery within the community.
  • Participate in budget development and monthly review process.
  • Routinely review client charts (open and closed) to ensure that the structure and substance are in accordance with licensing and accreditations standards.
  • Advertising, interviewing, hiring and training of all new staff.
  • Participate in RFR processes to maintain current programming and develop new programming.
  • Ensure that clinical activities are carried out in accordance with HPAO's written plans for quality assurance, utilization review/management and staff growth and development.
  • Demonstrated ability to meet deadlines and carry out responsibilities with minimal direction.
  • Maintain CPR, Crisis Management, and other mandatory trainings.
  • Overseeing emergency and non-emergency terminations and compliance with hearing procedures according to OTP Involuntary Termination/Administrative discharge policy and 105 CMR 164.309 (A)(B)(C).
  • Investigating grievance and scheduling program hearings in accordance with 105 CMR 164.309 (D) hearing procedures.
  • Completing all requests from DPH/BSAS for documentation in a timely manner.
  • Ensuring compliance with Central Registry management, reporting and patient documentation.
  • Reviewing all take home requests.
  • All other duties as assigned.
