About The Position

High Point & Affiliated Organizations is a health and human service agency dedicated to treating and preventing substance use disorders and mental illness. Our Opioid Treatment Program (OTP) in Brockton, MA, provides methadone treatment to adults aged 18 and older with opioid use disorder. We focus on individualized treatment plans developed collaboratively with patients and clinicians, reviewed by a multidisciplinary team, and approved by the medical director. The Program Administrator role is crucial in supporting the OTP program and its nursing team, ensuring smooth operations and compliance with all regulations. This role may involve early morning hours for program opening and offers flexibility based on program needs.

Requirements

  • Nursing degree and active unrestricted Nursing License (LPN) required.
  • Must always present as courteous and professional.
  • Highly organized with the ability to keep accurate notes and records.
  • Demonstrated flexibility and ability to perform multiple tasks.
  • Excellent written and verbal communication skills, with the ability to organize ideas logically and clearly.
  • Proficiency and knowledge of basic computer skills and software programs, including the ability to learn, use, and train HPAO's Electronic Health Records (EHR).
  • Ability to work with others in a cooperative and collaborative manner.
  • An understanding of the relationship between substance use and mental health issues and/or self-help programs.
  • Comply with Federal Regulations, 42 CFR Part 2, Substance Abuse Confidentiality Regulations and HIPAA regulations.
  • Certification in the HPAO approved de-escalation program.
  • An understanding of ethics and boundaries.
  • Maintain CPR, Crisis Management, and other mandatory trainings.

Responsibilities

  • Develop a comprehensive and evidence-based treatment program compliant with all laws, regulations, accrediting bodies, and organizational policies.
  • Oversee hiring, training, supervision, and evaluation of all program staff.
  • Develop and ensure adequate staffing coverage to meet regulatory requirements.
  • Annually review job descriptions of unit staff and complete performance evaluations for directly supervised individuals.
  • Ensure accurate and timely completion of all required documentation.
  • Assist in preparing the annual budget and managing expenses within budget.
  • Keep the Director of Nursing (DON) informed of critical incidents, productivity, caseloads, expenditures, potential new contracts, and issues affecting the program.
  • Attend management meetings and professionally represent the facility in community meetings.
  • Train and oversee compliance with resident confidentiality laws (HIPAA, 42 CFR Part 2), including reporting breaches.
  • Maintain reliable work attendance and respond to after-hours emergency situations.
  • Demonstrate skill in supervision, coaching, and appropriate disciplinary documentation.
  • Prepare reports and correspondence for licensing and accreditation boards.
  • Collaborate with other community organizations to enhance communication and service delivery.
  • Participate in budget development and monthly review processes.
  • Routinely review client charts to ensure compliance with licensing and accreditation standards.
  • Manage advertising, interviewing, hiring, and training of new staff.
  • Participate in RFR processes to maintain and develop programming.
  • Ensure clinical activities align with HPAO's quality assurance, utilization review/management, and staff development plans.
  • Meet deadlines and carry out responsibilities with minimal direction.
  • Maintain CPR, Crisis Management, and other mandatory trainings.
  • Oversee emergency and non-emergency terminations and compliance with hearing procedures.
  • Investigate grievances and schedule program hearings.
  • Complete all requests from DPH/BSAS for documentation in a timely manner.
  • Ensure compliance with Central Registry management, reporting, and patient documentation.
  • Review all take-home requests.
