About The Position

THIS IS A MERIT ARMY NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. The selected individual will serve as an advisor to the Supervisory Logistics Management Specialist on all Combat Service Support (CSS) Automated Logistics Information Systems and Programs. This role exercises knowledge and oversight for all matters pertaining to the fielding and operation of these systems. The specialist will utilize extensive knowledge of logistics programs/operations and automated systems to manage projects and programs for systems integration of CSS automation. Responsibilities include identifying funding requirements, justifying budget needs, and executing funds. Additionally, the specialist will serve as a Systems Administrator for all Automated Logistics Information Systems and Programs, acting as the technical expert within the state/territory. This involves providing technical and functional guidance, reviewing Standard Operating Procedures (SOPs), evaluating trouble tickets, troubleshooting technical problems, and coordinating with various Department of the Army and National Guard Bureau entities. The role also involves administering day-to-day database operations, performing tests, resolving issues, and implementing operational plans and policies for Automated Logistics Information Systems. The specialist will represent DCSLOG as the primary POC for functional implementation and sustainment of varied automation information management systems, providing direction to users and establishing procedures for problem reports and change proposals. Furthermore, the position involves analyzing requirements for CSS automation hardware systems and peripherals, performing installation, testing, and evaluation, and establishing programs for hardware exchange. Training program development and delivery for new and established CSS automated systems are also key responsibilities. Other duties as assigned.

Requirements

  • Minnesota National Guard Membership is required.

  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Information Assurance Certification is a condition of employment.
  • This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six-month requirement may be granted per DoD 8570.01-M, Failure to receive the proper IA certification may result in removal from this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing.
  • Pre employment drug testing and participation in random drug testing is a condition of employment.

  • 1-year specialized experience, education or training equivalent to at least the next lower grade level.
  • Must have experience, education, or training which includes identifying activities involving logistical support operations.
  • Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan.
  • Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan.
  • Experience identifying delays or problems and developing corrective actions.
  • Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

Responsibilities

  • Serves as an advisor to the Supervisory Logistics Management Specialist on all Combat Service Support (CSS) Automated Logistics Information Systems and Programs.
  • Exercises knowledge and oversight for all matters pertaining to the fielding and operation of Automated Logistics Information Systems and Programs.
  • Utilizes an extensive knowledge of logistics programs/operations and a clear understanding of automated systems to manage projects and programs for systems integration of CSS automation.
  • Identifies funding requirements to support SASMO operations, justifies and submits budget requirements for State operating budget, and executes funds received.
  • Serves as a Systems Administrator for all Automated Logistics Information Systems and Programs and as the technical expert within the state/territory responsible for providing technical and functional guidance for serviced Automated Logistics Information Systems and Programs.
  • Reviews SASMO Standard Operating Procedures (SOPs) to ensure they are current.
  • Evaluates trouble tickets escalated from the help desk, setting priorities on a weekly and monthly basis.
  • Troubleshoots, diagnoses, and resolves technical problems identified in trouble tickets and initial setup of serviced Automated Logistics Information System computers.
  • Develops programs to ensure software and vulnerability updates are applied in proper order.
  • Coordinates and communicates with Department of the Army (DA), National Guard Bureau (NGB), Program Executive Offices (PEO)/Program Managers of supported systems, regarding CSS operations and automated systems support, problem resolution, software upgrades and change packages.
  • Assists functional users in automated CSS systems management and operation.
  • Serves as the primary point of contact for Functional Administrators and users of the serviced database(s).
  • Administers the day-to-day database operation and maintenance of the serviced database(s).
  • Performs tests to ensure serviced database(s) efficiently collects, stores, and processes data.
  • Evaluates, determines, and initiates corrective action to recover or restore data and return the database(s) to operational status.
  • Resolves issues and problems concerning the effectiveness and efficiency of Automated Logistics Information Systems and Programs administrative and systemic work operations.
  • Utilizes knowledge of logistics management principles, policies, and procedures to implement, establish, and execute operational plans and policies for Automated Logistics Information Systems.
  • Represents the DCSLOG as the primary POC responsible for the functional implementation and sustainment of varied automation information management systems.
  • Provides direction and guidance to supported CSS Automated Logistics Information System users in the submission of automated systems problem reports and/or change proposals.
  • Establishes procedures for the receipt, review, consolidation, and accounting of system problem reports and engineer change proposals (ECPs) submitted from other SASMO personnel and/or CSS Automated Logistics Information System users to ensure subsequent distribution to NGB.
  • Develops and establishes programs for administering the receipt, review, validation, distribution, and implementation of all CSS software received in the State, ensuring proper installation, testing and evaluation.
  • Establishes and ensures proper maintenance of a CSS resource library and the retrieval and disposal of CSS software.
  • Analyzes requirements, establishes programs/procedures ensuring effective coordination on CSS automation hardware systems and peripherals pertaining to the receipt, distribution, installation, and life cycle management of devices that are directed to be managed at unit/state level.
  • Performs proper installation, testing and evaluation of CSS systems hardware.
  • Identifies maintenance requirements and coordinates/initiates corrective action.
  • As appropriate, establishes a State/Territory CSS automation hardware tactical computer exchange (TCX) (aka equipment float) program and directs the management of the program, ensuring accountability of exchanges.
  • Develops and implements the coordination and administering of training programs for new and established CSS automated systems.
  • Develops and/or coordinates the development and presentation of specialized training.
  • Conducts training as required.
  • Performs other duties as assigned.
