About The Position

The Logistician II is responsible for all property accountability, inventory management, procurement support, and supply chain coordination for the MACC-TTE program. The position manages the full lifecycle of Government and contractor property associated with the MuTC cyber range environment, ensures compliance with FAR, DFARS, and Army supply regulations, and coordinates with the Program Manager on all material procurement requirements using CHESS and GFEBS.

Requirements

  • Minimum five (5) years of experience with Army Supply and Services Career Management Field (CMF 92 series or civilian equivalent), including direct experience with property book operations and hand receipt management.
  • Minimum three (3) years of experience in procurement or contracting support within a Government or military environment.
  • Demonstrated working knowledge of FAR and DFARS requirements as they apply to Government property and material purchases.
  • Demonstrated proficiency with Army supply systems including CHESS (Computer Hardware, Enterprise Software and Solutions) and GFEBS (General Fund Enterprise Business System).
  • Experience conducting cyclic inventories, property accountability audits, and hand receipt transfers in a DoD environment.
  • Experience executing market research, developing procurement packages, and coordinating with contracting officers for material purchases.
  • Demonstrated experience managing Government Furnished Property (GFP) and Contractor Acquired Property (CAP) under DoD acquisition regulations.

Responsibilities

  • Manage all cyclic inventories, property accountability, and dispersion of Government and contractor property associated with the MACC-TTE per PWS Section 3.9.
  • Manage the procurement process using CHESS and GFEBS, ensuring full compliance with FAR, DFARS, and applicable Army supply regulations.
  • Conduct market research, develop procurement justifications, obtain required quotes, and coordinate with the Contracting Officer and COR on all material purchases exceeding FAR thresholds.
  • Maintain all hand receipts, sub-hand receipts, property records, and GFP documentation in compliance with DoDI 4161.02 and DFARS 252.211-7007.
  • Process and track property transactions through the PIEE GFP Module, ensuring accurate accountability and reporting.
  • Coordinate with stakeholders across INNG, the Program Manager, and Government representatives to anticipate material requirements for training and experimentation events.
  • Prepare and submit all property-related CDRLs, inventory reports, and loss/damage documentation in accordance with PWS reporting requirements.
  • Support transition-in and transition-out property accountability activities, ensuring complete and accurate transfer of all Government property.
