About The Position

Do you want to become a professional regulator? Are you interested in the beverage alcohol industry? As the Licensing and Tax Supervisor (Office Specialist II Supervisor) at the Bureau of Alcoholic Beverages and Lottery Operations (BABLO), you will play a key role in administering a statewide liquor licensing and excise tax program that generates more than $20 million annually in revenue for the State of Maine. This work supports public safety and the effective operation of state government by ensuring that liquor licenses, excise taxes, and administrative violations are handled consistently and accurately. This is advanced-level regulatory and supervisory work that offers opportunities for career development and advancement, both within BABLO and across Maine state government.

All positions in this classification assume the qualifications of: Office Assistant I, Office Assistant II, Office Associate I, Office Associate II and Office Specialist I.

Responsibilities

  • Supervise a team of 5 licensing associates and 4 tax examiners, providing training, assigning work, reviewing time sheets, and completing performance evaluations
  • Oversee day-to-day licensing and excise tax workload to ensure timely, accurate processing and consistent coverage of phone queues and shared inboxes
  • Establish and maintain standardized workflows that support staff training and ensure efficient, consistent completion of work
  • Support administration of the enterprise licensing system by coordinating with the vendor and configuring the system to meet staff and public needs
  • Manage excise tax audit activities to prioritize risk, allocate staff resources effectively, and support program goals
  • Represent the Division publicly, including working with municipalities, state agencies, and industry stakeholders, and provide operational updates and recommendations to BABLO leadership
  • Coordinate administrative hearing and consent agreement processes for licensing and enforcement matters
  • Assist with the review and development of statutes, rules, and administrative policies affecting liquor licensing and excise tax programs
