About The Position

The Technology Services Department (TS) of the City and County of Denver is using state-of-the-art technologies and methodologies to deliver and improve the systems, applications, and operations that we deliver to our customers. Technology Services supports the people, agencies and ideas that make the City and County of Denver a world class city. The City offers a unique opportunity to work with a diverse business and technology environment on a large scale as we employ over 13,000 people, of which 9,000+ are daily technology consumers in support of a diverse population in excess of 700,000 citizens. The Application Services division provides software solutions that increase efficiency, automate processes, improve customer service, and achieve city objectives. Applications partners with city agencies/department to assess technology needs, identify solutions, ensure regulatory compliance, and validate that expectations are met. From citywide platforms to business specific tools, this division handles the procurement, development, implementation, integration, quality assurance/testing, maintenance, and support for more than 300 applications, including their underlying systems and databases. In Technology Services, our mission is to improve city performance through four basic strategies: reliability, innovation, access, and partnership. As our Lifecycle Management Product Portfolio Administrator (PPA), you will perform a variety of comprehensive strategic and administrative activities to include developing long range and short-term planning initiatives with overall goals, objectives, and priorities for the Lifecycle Management program.

Requirements

  • Five years of current, professional experience leading teams and/or programs responsible for improving operations via decommissioning of legacy software products, developing governance, managing transition to support activities, and performing customer/vendor management
  • Experience leading works efforts that change organizational culture
  • Strong communication skills including the ability to actively listen, address customer needs, defuse tense situations, and maintain an open, flexible, and friendly demeanor.
  • Ability to explain solutions to technical and business groups.
  • Demonstrated ability to influence decision makers and drive alignment across diverse stakeholder groups
  • Savvy to build relationships and trust quickly, while maintaining objectivity and focus on tasks at hand
  • Experience working in a public sector environment
  • Experience leading work efforts across all IT functions (Applications, Data, Networking, Datacenter, Cloud).
  • Experience managing the full life cycle of an enterprise system
  • Excellent knowledge of user-centered design principles.
  • Working knowledge of product development architecture
  • Ability to be proactive in ensuring proper availability of systems/services
  • Experience with DevOps, SasS/PaaS/Hosted/Cloud.
  • Experience with SDLC management tools (Microsoft Azure DevOps is a plus)
  • Bachelor’s degree in business administration, information systems, computer science or a related field.
  • Five (5) years of professional level information technology experience in program administration to include work on multiple complex or enterprise-wide information technology programs consisting of multiple applications, leading cross-functional teams, implementing programs, and supporting maintenance of program lifecycle.
  • One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.

Responsibilities

  • Develop, validate, communicate, and execute the program vision, strategy and roadmap
  • Manage a portfolio of projects, initiatives, and/or work efforts that span both technical and business teams
  • Develop, maintain and communicate KPI’s/metrics that support the objectives outlined in the program strategy
  • Manage vendor/consultant resources and ensure deliverables are met
  • Lead work groups to develop organizational processes and standards to support the program vision
  • Work with stakeholders to refine the program charter and manage a governance framework
  • Act as an expert in the Lifecycle Management program, provide consultative and technical guidance to managers, leadership, and/or business stakeholders, and handle sensitive and/or confidential issues, complaints, and/or inquiries
  • Serve as single point of contact for the Lifecycle Management program
  • Perform analysis of issues and formulate options to address identified issues and communicate to both technical and business stakeholders or sponsors.
  • Identify and recommend solutions to any issues/risks/dependencies, before they escalate
  • Lead technical solutions and implementation efforts
  • Work with the project/product teams to ensure all activities are documented with accuracy and detail
