About The Position

The Lieutenant is a key member of the management command staff of the Sheriff's Department, working such hours as directed by the Sheriff or other higher ranking department staff. The Lieutenant is responsible to plan, organize, implement, assigned operations and programs. The Lieutenant shall assign and direct subordinates, ensuring that all policies, rules, regulations, orders, procedures and directives are enforced and implemented. The Lieutenant shall make independent decisions or recommendations in the hiring, promotion, transfer, discipline of department employees in accordance with Department Policy and Procedures, Luzerne County Code, and Pennsylvania Statutes. The position reports to the Sheriff, and is an "Exempt" salaried position as per The Luzerne County Personnel Policy and Fair Labor Standards Act (FLSA) guidelines.

  • Knowledge of computer hardware, software, and accessories.
  • Knowledge of principles and practices of law enforcement, Sheriff's operations, Criminal and Civil Rules and Procedures, and Rules of Evidence.
  • Maintain proper certification as required by Pennsylvania Statute pertaining to Deputy Sheriffs.
  • Must have the ability to evaluate situations, based on training and experience, and make sound decisions. Ability to make sound decisions based on established practices, rules and procedures.
  • Must have a minimum of (3) three years experience in Law Enforcement, with a minimum of (1) one to (2) years in a supervisory capacity, or a relevant combination of education, training, and experience.
  • High School Graduate or equivalent.
  • Must obtain, within one year of hire date, and maintain Deputy Sheriff Act II certification as mandated by Commonwealth Law or obtain waiver.
  • Additional training as required by the Sheriff.

Responsibilities

  • Provides supervision of assigned programs and personnel on a daily basis.
  • Monitor and evaluate programs for improvements, coordinating and integrating new procedures.
  • Manage and evaluate staff, develop job descriptions, objectives, and perform employee evaluations
  • Receive complaints and notification of grievances of assigned employees, and use independent judgment in making recommendations to effectively resolve complaints and grievances.
  • Assist in the preparation of the department budget, administer assigned budget resources, and prepare reports and analysis as directed.
  • Ensure that all assigned department personnel are competent to carry out their assigned duties.
  • The Lieutenant performs all the duties of the Sheriff in the absence of the Sheriff or other higher ranking department staff.
  • Administer and supervise programs as directed.
  • Review, prioritize, schedule, and assign employees as required to meet departmental goals
  • Maintain personal proficiency in the use of weapons and enforcement tools and techniques.
  • Ability to take proper enforcement actions for law violations.
  • Communicate with internal and external departments and agencies in regard to department operations.
  • The Lieutenant will be accountable for achieving goals, objectives, and performance outcomes as established by the Sheriff.
  • Public Interaction - deal with public on a daily basis and assist with various questions, complaints, and concerns.
  • Incident Management – evaluate emergency situations, determine appropriate action and response, assign, direct and advise various staff members on their role in the plan. (Evaluation and response could be decided over the course of hours or seconds.)
  • Security Audits – evaluate facility and actions for potential security threats and recommend and implement changes to suit the needs of the facility based on available resources.
  • Supervision of the Real Estate Division (sale of mortgage foreclosure properties) including processing of documents, conducting the sale, maintaining financial records, processing deposits, Paying vendors and creditors, processing deeds, and handling problems that arise
  • Purchasing - create item specifications, review product samples, seek price quotes, evaluate quotes, prepare purchase orders, and order products from vendors.
  • Training - plan, research, develop, and carry out training for department personnel.
  • Supervision of the Prisoner Transport Division: processing of court orders requiring prisoner appearance before the court, scheduling with Luzerne County and out of county/state correctional facilities for the removal and commitment of prisoners, assign staff to various court facilities for security and prisoner attendance, communicate with Judges, Court Administration, and staff to resolve problems.
  • Fleet Management – evaluation of department vehicles for function and safety, arrange for repairs and scheduled maintenance, seek price quotes for work to be done and/or items needed, evaluate quotes, request purchase orders, and order products and/or services from vendors.
  • Supervision of the Security Division: Perform all supervisory duties as assigned in a prompt and professional manner consistent with Post Orders, Job Descriptions, Special Orders, and any verbal instructions from the Sheriff. Guide and direct all security functions and activities of Security Officers on shift to ensure the proper implementation and execution of normal operations.Conduct post and patrol inspections to monitor effectiveness of performance levels. Ensure that all assigned personnel have the proper clothing and equipment necessary to perform their duty
  • Perform any other duty as assigned by the Sheriff or other higher ranking department staff.
