About The Position

Under general supervision, supervises a patrol shift in a police precinct, supervises one or more specialized units in a police precinct, and/or assists a Captain in directing the activities of a specialized police section or unit. This role involves supervising a patrol shift, preparing roll call information, performing spot inspections, scheduling overtime, approving assignments, receiving and investigating citizen complaints, responding to serious calls, meeting with community groups, planning and directing specialized units like Community Outreach and Investigative Services, supervising youth programs, coordinating command responses, attending meetings, reviewing crime analysis data, initiating special enforcement projects, supervising specialized sections (e.g., Employment, Canine, Tactical, Training), and assisting the Captain with administrative duties including budget monitoring. The position may also serve as assistant precinct commander.

Requirements

  • Two years’ experience as and current employment as a Sergeant in the Baltimore County Police Department.
  • Possession of a valid driver’s license equivalent to a noncommercial, class C Maryland driver’s license is required at the time of appointment.
  • Possession of a valid Police Officer certification from the Maryland Police Training Commission is required at the time of appointment.
  • Thorough knowledge of Federal, State, and local criminal and traffic laws.
  • Thorough knowledge of the principles, practices, rules and regulations governing arrest, evidence, and search and seizure activities.
  • Thorough knowledge of courtroom rules, procedures, and customs.
  • Thorough knowledge of modern, humane, and secure methods of handling prisoners.
  • Thorough knowledge of investigative methods and evidence collection and preservation techniques.
  • Knowledge of County and Departmental rules, regulations, policies, and procedures governing the performance of duties.
  • Knowledge of County and departmental budgeting and personnel procedures.
  • Knowledge of scheduling and premium pay regulations.
  • Skill in planning, assigning, reviewing, and supervising the work of law enforcement officers and civilians in a squad, precinct, or specialized unit.
  • Skill in the preparation of summary statistics and narrative reports.
  • Skill in conducting field inspections.
  • Skill in establishing work standards and maintaining and administering discipline.
  • Skill in developing crime prevention and reduction strategies.
  • Skill in interpreting Federal, State, and local laws, codes, and ordinances.
  • Skill in making prompt and effective decisions.
  • Skill in maintaining composure and demonstrating appropriate restraint in stressful and dangerous situations.

  • Bachelor’s Degree OR higher education = 1 year’s experience

Responsibilities

  • Supervises a patrol shift consisting of multiple patrol squads.
  • Prepares roll call information and attends squad roll calls.
  • Performs spot inspections of patrol officers, vehicles, and facilities.
  • Schedules, reviews, and authorizes overtime, compensatory time, and meal and mileage allowances.
  • Approves daily assignments and attendance records.
  • Receives and investigates citizen complaints.
  • Responds to serious calls and makes field decisions on problem cases.
  • Meets with community and business groups concerning problems and trends in the precinct.
  • Plans, directs, and supervises the activities of the Community Outreach and Investigative Service Units in a precinct.
  • Supervises and develops youth programs such as the Police Athletic League and the Explorers.
  • Coordinates command responses to unusual demands for police service.
  • Attends meetings and maintains liaisons with government agencies, other jurisdictions, and business and community groups.
  • Reviews crime analysis data to identify crime trends and develop crime prevention strategies.
  • Initiates requests for special enforcement projects and supervises project operations.
  • Supervises the operations of a specialized police section or unit, such as the Employment, Canine, Tactical, or Training units.
  • Assists the Captain in performing administrative duties including monitoring and preparing budget information.
  • Assumes the duties of the Captain in his or her absence.
  • May serve as assistant precinct commander.
