About The Position

King County Records & Licensing Services (RALS) is seeking experienced regulatory professionals to fill the Project/Program Manager III position, responsible for leading and supervising a team of licensing inspectors. This role ensures compliance with and enforcement of King County Code and ordinances for taxicabs, for-hire drivers, and transportation network companies (TNCs). The position involves program oversight, personnel management, and the development and implementation of county/department/division initiatives. The successful candidate will report to the Licensing Operations Manager and will play a key role in a division dedicated to regulating and enforcing the for-hire transportation industry, prioritizing passenger, driver, and public safety. Requirements

  • Demonstrated background providing excellent customer service and the ability to prioritize and delegate tasks.
  • Strong command of the King County for-hire code (chapters 6.64 and 6.65) and City of Seattle Municipal Code (chapters 6.310 and 6.311) as well as related public rules, Washington Administrative Code (WAC) and Revised Code of Washington (RCW).
  • Demonstrated experience successfully leading and supervising people while establishing and maintaining effective working relationships.
  • Ability to work collaboratively in a diverse team and community environment while maintaining composure in high pressure and/or adversarial situations.
  • Experience in conflict resolution, problem solving and negotiation, to tactfully defuse potentially stressful situations while maintaining composure and tact.
  • Comfortable in an electronic environment examining and analyzing data to generate new information and statistics to discern patterns, anomalies and trends, using a variety of analytical skills and tools.
  • Ability to prepare and present moderate to complex information to a variety of audiences including but not limited to administrative hearing officers, judges in a court of law, senior management, other stakeholders, and staff.
  • Perform investigations and inspections, including interviewing witnesses, collecting evidence, determining or recommending courses of action, completing investigation reports, issuing written warning notices and citations.
  • Foster positive and effective relationships with interagency contacts when working with internal and external partners including agency staff, City of Seattle, Port of Seattle representatives, other state and local agencies, and the general public.
  • Maintain a valid Washington State Driver’s License.
  • Pass a pre-employment driving record check, criminal background check.

Responsibilities

  • Prioritize, schedule and assign daily work, establish and adhere to agency goals, supervise and support licensing for-hire inspectors, and celebrate accomplishments in a creative and positive way to help sustain a healthy workplace culture.
  • Experience leading or supervising, coaching, and motivating employees to work to their full potential and capabilities.
  • Strategize, organize and coordinate field compliance activities, education, and enforcement efforts with for-hire industry stakeholders.
  • Develop and maintain policies and procedures related to the development and implementation of the King County for-hire compliance and enforcement program in accordance with relevant federal, state, and local regulations including the King County for-hire code.
  • Organize, coordinate, lead and perform regularly scheduled field inspections for drivers and vehicle licensees, regional dispatch agencies, and TNC licensees.
  • Conduct periodic performance evaluations, monitor work quality and quantity.
  • Establish performance metrics and coach, counsel and mentor based on those metrics.
  • Discuss individual performance with employees and recommend training or development plans, take corrective measures as appropriate including counseling, written reprimands and letters regarding disciplinary actions.
  • Perform other duties as assigned.
