About The Position

The Licensing Engineer will provide day-to-day licensing support with a primary focus on development of the licensing application of one or more proposed uranium enrichment production facilities. This position will work closely with the engineering, modeling/simulation, safety analysis, civil structural engineering, and technology development teams to ensure regulatory requirements are identified and implemented in accordance with GLE’s overall licensing strategies. Development of the operating license application includes preparation of related regulatory submittments, regulatory program documents, and meeting materials for conducting pre-application and ongoing interactions with the USNRC. This role is restricted to U.S. persons due to access to U.S. export-controlled technology. GLE will require proof of U.S. person status prior to employment. The selected candidate must also be able to acquire and maintain an NRC Q-clearance for access to Restricted Data.

Requirements

  • Must be a US citizen with ability to obtain and maintain a US NRC Q-level clearance.
  • BS or MS degree in Mechanical, Chemical, Civil, or Nuclear Engineering, or technical field required.
  • Proven experience in nuclear industry and nuclear licensing.
  • Experience in direct NRC interactions (written and/or verbal).
  • Possess a good understanding of the nuclear regulatory processes.
  • Demonstrated project management skills to develop schedules and coordinate team activities to produce technical content for regulatory purposes.
  • Excellent written and verbal communication skills.
  • Can communicate and author technical content for regulatory purposes.
  • Demonstrated ability to manage multiple tasks/assignments and priorities effectively.
  • Proficient in MS Office Suite applications and other relevant software.
  • Demonstrated ability to communicate the resolution of technical challenges.

Nice To Haves

  • US NRC/DOE Q-level clearance or equivalent (DOD Top Secret).
  • Experience in 10.CFR.70 nuclear industry and nuclear licensing is desired.

Responsibilities

  • Develop licensing document content, programs, and supporting licensing related products and activities.
  • Supports planning, development, and defense of GLE license application(s).
  • Support portions of regulatory activities: certifications, permits, approvals, and licenses associated with the Paducah Laser Enrichment Facility (PLEF) and ensure milestones are met as agreed with the U.S. NRC.
  • Provide regulatory guidance and support to engineers in developing technical requirements for the PLEF that will ensure compliance with NRC regulatory frameworks.
  • Interface with the regulators’ project managers in executing the regulatory engagement plan, negotiating review schedules, supporting regulatory audits, and RAI’s (Requests for additional Information).
  • Write regulatory responses and submit them in accordance with regulatory guidelines.
  • Support planning and execution of the GLE regulatory strategy.
  • Develop regulatory white papers, technical and licensing topical reports.
  • Support development of licensing/regulatory budgets and planning.
  • Actively support a strong nuclear safety culture and ensure integration of quality in licensing processes by complying with the requirements of the GLE Quality Assurance Program.
  • Perform other duties as assigned by manager.
