About The Position

Otter Tail County is accepting applications for a full-time License Center Specialist. This role effectively and accurately processes transactions related to identification cards, driver’s licenses, vehicle titles, and registrations for the Minnesota Department of Driver and Vehicle Services (DVS) and the Minnesota Department of Natural Resources (DNR). Work is performed according to established guidelines and under the direction of the License Center Manager.

Requirements

  • High school diploma or equivalent
  • General office or administrative support experience
  • Must possess computer skills, including Microsoft Office Suite
  • Must maintain authorized access with the State of Minnesota as required to complete the necessary licensing tasks.

Responsibilities

  • Assist customers in office, by mail, or by phone with any services provided by or related to the functions of the License Center.
  • Refer customers to the appropriate agency or individual as needed.
  • Validate, process, and maintain documents related to identification cards, driver’s licenses, vehicle titles, and registrations regulated by MN DVS.
  • Administer vision tests and capture identification photographs using equipment designated by MN DVS.
  • Validate, process, and maintain documents related to vehicles and watercraft regulated by MN DNR.
  • Maintain the security of license plate and registration sticker inventory.
  • Participate in verification of inventory daily and monthly to ensure that physical inventory matches the MN DVS database.
  • Accurately accept payments for applicable fees and taxes by processing cash, check, and credit/debit card transactions.
  • Record receipts by tender type and agency.
  • Reconcile individual receipts daily and overall department receipts as assigned.
  • Prepare deposits from tendered payments including remote deposit capture and ensure funds are submitted to the correct agency.
  • Maintain a working knowledge of laws, ordinances, standards, and regulations pertaining to the outlined essential duties of this position.
  • Complete all certifications and attestations to keep permissions up to date.
  • Participate in on-going training.
  • Ensures proper submission, storage, and disposal of required documents and reports.
  • Evaluate and process title applications submitted by licensed dealers.
  • Utilize translation technology to assist customers as needed.
  • Use technology and specialized software in daily work.
  • Perform other duties as assigned.
  • Crosstrain, as assigned, to assist other areas within the Finance Division.
  • Adhere to confidentiality and private data protection regulations.
  • May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan.
