About The Position

The Department of State, Division of Library and Information Services, Bureau of Library and Network Services is seeking a Library Program Specialist for the Capitol Branch Library. This position acts as the solo professional staff member at the Capitol Branch, responsible for its development, maintenance, and management. The role involves circulation, interlibrary loan activities, catalog maintenance, and collection management (weeding and binding). The specialist will provide complex reference and research services to state agency personnel and the public, including online searches of multiple electronic databases. They will also assist users with research, direct their use of various sources and collections, and track collection usage statistics. Additionally, the position will promote the State Library and its services, particularly those of the Capitol Branch, through presentations, webinars, tours, and other communication methods. Other duties as assigned.

Requirements

  • Six years of direct professional experience or master’s degree.
  • One year of professional library experience in reference services.
  • Knowledge of principles, practices and procedures of library and information science.
  • Ability to provide reference and research services to library users.
  • Ability to plan, organize and coordinate work activities.
  • Knowledge of automated library systems.
  • Ability to work with a variety of computer applications.
  • Must provide fingerprints for a Level 2 criminal background check.

Nice To Haves

  • Master’s degree in library/information science, archives or public history.
  • Juris Master’s or a Juris Doctorate.
  • Proficiency in using legal research databases.
  • Proficiency in legal terminology knowledge.
  • Strong reference skills.

Responsibilities

  • Developing, maintaining, and managing the Capitol Branch Library.
  • Acting as the solo professional staff member at the Capitol Branch Library.
  • Performing circulation and interlibrary loan activities.
  • Participating in maintaining the catalog and weeding and binding of the collection.
  • Providing complex reference and research services as requested by state agency personnel and the general public.
  • Performing complex online searches of multiple electronic database services for bibliographic citations and full-text articles on subjects requested by patrons.
  • Assisting users in research directing their use of multiple sources and collections.
  • Utilizing materials in all formats from all collections.
  • Keeping appropriate statistics regarding the usage of collection.
  • Promoting the State Library and services, especially related to the Capitol Branch, through presentations, webinars, tours and other types of targeted communication.
  • Performing other duties as assigned.
