About The Position

The Department of State, Division of Library and Information Services, Bureau of Library Development is seeking a Library Program Administrator (SES). This position manages and oversees statewide grant programs, develops program guidelines, enforces compliance, and supervises staff. The role involves serving as a liaison with funding partners and awardees, providing technical assistance to library administrators and stakeholders, and coordinating with other division bureaus. The administrator will also contribute to statewide training efforts and support division initiatives.

Requirements

  • Six years of direct professional experience or a master's degree.
  • Three years of supervisory or management experience.
  • Experience evaluating library services.
  • Knowledge of state and federal grant regulations and compliance requirements.
  • Experience in grant administration, budgeting and reporting.
  • Experience with grants management systems, financial tracking tools and standard office technologies.
  • Experience in interpreting federal and state laws and rules.
  • Proficient in modern productivity suites (e.g., MS Office, Google Workspace) and collaborative cloud-based tools, including word processing, spreadsheet management, document management, team communication platforms and video conferencing.

Nice To Haves

  • Master’s degree in library and information science or a related discipline from an accredited institution or a master’s degree in business, public administration, accounting or a related field.
  • Professional library experience.
  • Three or more years of experience in grant management, financial management or related field.

Responsibilities

  • Manages and oversees the operations of statewide grant programs.
  • Develops, writes and enforces program guidelines, application instructions and procedural requirements.
  • Drafts rule language and internal controls that support consistent and compliant grant administration.
  • Supervises, trains and mentors staff on grant‑related tasks including application preparation, review and monitoring.
  • Manages the full grant lifecycle from application through close‑out.
  • Provides guidance to applicants and awardees to ensure projects are designed and executed according to program requirements.
  • Supervises and mentors direct reports supporting professional development.
  • Sets priorities, delegates responsibilities, creates and monitors performance, expectations and evaluations and supports staff development in accordance with established policies and procedures.
  • Participates in bureau-specific strategic planning and continuous improvement initiatives in collaboration with supervisory team.
  • Represents the agency in statewide and national meetings, collaborations and partnerships.
  • Serves as the primary liaison between the agency and funding partners, awardees and internal stakeholders.
  • Writes guidance materials, communication templates and procedural documents that support consistent messaging.
  • Enforces adherence to communication protocols and documentation standards.
  • Contributes to strategic planning for statewide library development and grant program improvement.
  • Provides technical and consulting services to library administrators and staff, governing officials, library board members and citizen groups on program planning, proposal development, grants administration and project evaluation.
  • Responds to inquiries in a timely manner.
  • Offers guidance that supports effective project design and implementation.
  • Coordinates work with Division staff including the Bureau of Library Network Services and Bureau of Archives and Records Management.
  • Assists in the planning and implementation of activities sponsored by the Bureau such as continuing education activities, publications, surveys and other priorities.
  • Contributes to statewide training efforts that strengthen library services.
  • Collaborates with colleagues to support Division initiatives.
  • Ensures that usage of the State Purchasing Card conforms to all state and department rules and regulations.
  • Performs other work related duties as required to support Bureau and Division priorities.
