Requirements

  • One year of experience as a Library Development Manager (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Seven years of professional library experience that includes two years of supervisory experience; or Six years of professional library experience that includes two years of supervisory experience, and a master's degree in library science or library and information science from a school accredited by the American Library Association.
  • Professional experience in Pennsylvania public libraries or statewide public library development.
  • Experience administering state or federal library grants, including compliance and reporting.
  • Knowledge of Pennsylvania public library statutes, regulations, and governance structures.
  • Experience supervising managerial staff.
  • Experience leading strategic data-driven planning, initiatives, or major service improvements.
  • Experience working with library boards, municipal officials, and partner organizations.
  • Ability to perform essential job functions.

Responsibilities

  • Direct statewide library development programs, service models, and advisory support
  • Oversee bureau operations, staff supervision, workflow planning, and resource management
  • Manage federal and state aid programs, review applications, track reporting, and support compliance
  • Build partnerships with libraries, agencies, educational institutions, and community organizations
  • Support statewide priorities, identify needs, provide recommendations, and represent the agency in meetings
