About The Position

Under general supervision of the Library Director, this position manages and oversees the library by managing, scheduling, and monitoring activities and tasks, evaluating programs and services, developing the collection, providing input and monitoring budget expenditures, performing public outreach, and assisting with all patron functions.

Requirements

Master’s Degree in Library Science, or a related field, from an American Library Association accredited college or university is required.
Two (2) years of related experience in a municipal or other public library setting is required.
Advanced knowledge of modern public library practices and procedures including cataloging, filing systems, reference materials, publishers, authors, publishing trends, and program planning.
Advanced knowledge of systems and best practices relating to public libraries.
Knowledge of and ability to correctly interpret, explain, and apply city and departmental practices, procedures, laws, rules, operations, regulations, and policies.
A comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
Advanced knowledge of youth and teen literature, current trends, and practices in a public library setting.
Comprehensive knowledge of child development.
Ability to allocate and utilize limited resources in a cost-effective manner.
Ability to delegate to and effectively supervise staff in a proactive, appropriate, and productive manner.
Ability to regularly interact with others and exchange and receive of information, providing effective and tactful customer service, and work independently with a high level of discretion.
Ability to maintain a high level of confidentiality which includes managing documents and issues appropriately.
Advanced ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias, to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions, and measurement and to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
Advanced ability to learn and perform basic operational, technical, and office processes.
Advanced ability to be organized and have efficient management of time and deadlines.
Knowledge, skill, and ability to utilize telephones, fax machines, computers, and applicable software daily including, but not limited to, Microsoft Office, Microsoft Outlook, Web RMS, Laserfiche, Tyler Incode, and other applicable software/applications.
Advanced skill level in data entry, maintaining records, and preparing accurate reports.
Advanced ability to communicate in a clear, effective, and concise manner, both orally and in writing.
Ability to follow instructions, safety practices, and perform work accurately and thoroughly which requires performing multiple tasks simultaneously under time pressures and deadlines.
Ability to establish and maintain effective working relationships.

Mobility within an office environment is required.
Ability to work flexible hours including nights, weekends, and attending various meetings and events outside of business hours is required.
Must possess and maintain a valid driver’s license with acceptable driving record as established by the City of Midlothian driving standards.

Responsibilities

Supervises library operations, programs, and services by developing and implementing programs and services, scheduling and assigning staff and volunteers, evaluating and monitoring activities, investigating complaints and suggestions, and approving time and attendance for staff.
Oversees compliance with library policies and procedures, as well as federal, state and local laws.
Plans, creates, and leads educational, fun, and engaging programs utilizing a variety of materials, venues, and methods.
Works collaboratively with the library team in planning and implementing summer programs, family programs, youth programs, general library events, and outreach services to schools and other organizations.
Provides customer service at a public service desk (circulation and reference) when needed by checking materials in and out, answering questions, responding to general inquiries, assisting with book selection and readers' advisory, placing items on hold, interfacing with other libraries for materials, and collecting charges.
Maintains orderly appearance of facility such as clearing tables of books and magazines, moving tables, chairs, and materials to their proper locations, straightening meeting rooms and public spaces after use, and keeping work areas tidy.
Monitors, updates, and maintains public computers and public technology with assistance from the City's Information Technology department.
Assists patrons in use of public computers, including use of Internet, email, saving documents, and accessing library resources.
Troubleshoots, documents, and reports computer problems.
Schedules and conducts training and instruction for library staff on a continuing basis on the use of integrated library system, equipment, online resources, software, and specialized educational technology to keep staff knowledgeable and capable of providing excellent customer service.
Oversees and manages the library’s interlibrary loan service, as assigned.
Oversees and manages the library's volunteer program, as assigned.
Participates in staff, community, and professional meetings to contribute to discussions and actions related to patron and library services, needs, and issues to City Council, the Library Advisory Board, and other groups as assigned.
Conducts library outreach services and represents the library to the citizens and within professional and civic organizations.
Develops and delivers informational and educational presentations in professional settings as assigned by Library Director.
Works with the library team to promote library programs and services through a variety of channels and mediums by creating, designing, preparing, and distributing information in print and digital formats; creating and monitoring social media posts; designing engaging displays; and seeking other promotional opportunities.
Manages multiple budgets and makes purchasing decisions for assigned library materials such as, but not limited to, collections (book and/or media categories), equipment, office materials, and programming supplies; manages and submits receipts and reports for required purchasing.
Researches, evaluates, selects, and recommends purchases of digital and other electronic content, emerging technologies, and new formats.
Utilizes online vendor selections and ordering tools, print review, and other media sources to make purchase decisions.
Exercises professional judgment to anticipate demand and collection needs.
Uses statistical data, reports, and other tools to assess usage and popularity of materials.
Researches grant opportunities, writes grants, and monitors awarded grants to ensure compliance with grant agencies.
Prepares reports, manages budget, compiles and analyzes data related to awarded grant programs.
Assists the Library Director in the research, analysis, and compilation of information projects of a professional nature such as the library service plan, outreach, programming, outcome-based performance measures, and collaborations with other libraries, vendors, and agencies.
Assists and makes recommendations on the layout of material collections, furniture, and programming spaces with other Librarians and Library Director.
Assists Library Director with various aspects of overall library administration including short and long-range planning and formulation of library policies and procedures.
Enforces and interprets library policies according to legal guidelines.
Performs all other duties as assigned.
Supervises the Library’s efforts in reaching and serving the user population; analyzes community needs and investigates available and cost beneficial program resources; implements and manages cultural, civic, informational, or recreational programs intended for audiences across multiple age ranges with the collaboration of other Librarians in a variety of venues.
Collaborates with existing partners, and establishes new partnerships, to provide service and/or promote the library, including but not limited to schools, underrepresented communities, home delivery, senior facilities, special populations, and business community.
Collaborates with the Library Director and Librarians in managing outreach to promote library participation in the community.
Prepares and disseminates brochures, news releases, social media posts, bulletins, posters, and other public relations materials to promote library services.
Coordinates, organizes, and leads any off-site programs, events, presentations, or visits with Librarians and library staff.
Directly supervises the library volunteer program.
