About The Position

The Oregon Department of Transportation (ODOT) is seeking a Legislative Liaison to join their External Affairs Government Relations Section in Salem. This role is crucial in a large state agency, involving advising senior leadership and directly interacting with elected officials at all levels. The policy work and decisions made in this position have a significant and lasting impact on Oregonians across the state and all modes of transportation. Requirements

  • Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification related to the Oregon State Legislative process.
  • OR A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work related to the Oregon State Legislative process.
  • Valid US driver license and an acceptable driving record.
  • Experience with the Oregon state legislative process including current legislative membership and current working relationships with offices in both chambers.
  • Experience analyzing legislation, policy proposals and their operational and cost impacts to state agencies.
  • Experience consolidating complex information into clear, concise written and spoken analyses, briefings or presentations.
  • Experience working collaboratively with multiple organizations, sub-organizations, interest groups and public perspectives to manage competing priorities and come to consensus.
  • Ability to remain calm in high pressure situations under public and political scrutiny.
  • Ability to understand and interpret complex and nuanced political, social and policy factors that influence legislative priorities and actions.
  • Must be able to work evenings and weekends.
  • Must be able to fill out the US Department of Homeland Security’s I-9 form confirming you are able to work in the US.

Responsibilities

  • Serve as the main point of contact between the agency and state legislators.
  • Maintain relationships with lawmakers, staff, and other partners.
  • Track bills, amendments, and other legislative efforts.
  • Develop and execute legislative strategy to accomplish goals.
  • Review bills, amendments, and measures, and work with staff to understand impacts and make recommendations.
  • Draft briefing papers, memos, and reports about the impacts of measures on agency programs, funding, and systems.
  • Initiate and manage the development of legislative concepts.
  • Oversee the implementation of legislation after session.
  • Assemble work groups to resolve legislative issues.
  • Serve on task forces and committees.
  • Develop, understand, and implement the agency’s vision and priorities.
