About The Position

The Assigned Counsel Plan (ACP), established in 1966, provides quality legal representation to eligible individuals who cannot be represented by an institutional defender provider due to a conflict or other qualifying circumstance. Funded by the New York State Office of Indigent Legal Services and the City of New York through the Mayor’s Office of Criminal Justice (MOCJ), ACP compensates private attorneys representing indigent clients charged with criminal offenses. Attorneys are assigned matters by the Administrator's office when conflicts prevent institutional providers from offering representation. ACP is seeking a Legal Systems Program Manager to architect and operate the legal systems supporting its core business operations, including case management, attorney assignments, contracting, provider engagement, data analytics, reporting, and workflow management. This role will focus on designing, maintaining, and continuously improving ACP’s Salesforce-based Case Management System and related legal operations tools. The manager will collaborate with ACP leadership, MOCJ Information Technology, a Salesforce-certified CMS Administrator, legal providers, vendors, and internal stakeholders to ensure systems are reliable, user-centered, data-informed, and aligned with operational needs. The ideal candidate understands that legal systems are crucial infrastructure supporting access to counsel, case continuity, operational accountability, and defensible decision-making. This role requires translating legal and operational requirements into clear workflows, system enhancements, reporting tools, user guidance, and sustainable business processes.

Requirements

  • Baccalaureate degree from an accredited college or university OR Associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities OR a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities OR a satisfactory combination of education and/or experience equivalent to the above.
  • Experience with Salesforce-based Case Management Systems.
  • Understanding of legal systems and their role in supporting access to counsel, case continuity, operational accountability, and decision-making.
  • Ability to translate legal and operational requirements into clear workflows, system enhancements, reporting tools, user guidance, and business processes.
  • Experience in analyzing workflows to identify improvements, automation, standardization, and risk reduction.
  • Skills in developing business requirements, user stories, testing plans, and workflow maps.
  • Experience in developing and maintaining dashboards, reports, and performance metrics.
  • Experience in providing user support and guidance.
  • Experience coordinating with IT departments, vendors, and system administrators.
  • Experience in developing user guides, standard operating procedures, and training materials.
  • Experience in leading or supporting training sessions.
  • Understanding of confidentiality, privacy, cybersecurity, access-control, records-management, and legal-process requirements.
  • Experience in change management for system features and process updates.
  • Ability to identify opportunities for automation, analytics, and emerging legal technology tools.

Responsibilities

  • Serve as ACP’s business-side product owner for the Salesforce-based Case Management System and related legal operations platforms.
  • Partner with the Salesforce-certified CMS Administrator to design, test, document, and implement system enhancements, workflows, dashboards, forms, reports, templates, and user-facing tools.
  • Analyze ACP’s case management, attorney assignment, contracting, payment, reporting, and provider-support workflows to identify opportunities for system improvements, automation, standardization, and risk reduction.
  • Translate operational needs into clear business requirements, user stories, testing plans, workflow maps, and implementation guidance.
  • Support the development and maintenance of system workflows that improve intake, triage, attorney assignment, provider communications, contract tracking, data collection, and reporting.
  • Develop and maintain dashboards, reports, and performance metrics to support leadership visibility into caseloads, provider activity, contracting status, workflow performance, turnaround times, and operational risks.
  • Work with ACP leadership, legal providers, and internal users to identify pain points, recurring system issues, training needs, and process gaps.
  • Provide hands-on user support and guidance to ACP staff and legal providers navigating the CMS, including workflow questions, access issues, system functionality, and escalation of technical problems.
  • Coordinate with MOCJ IT, vendors, and system administrators to resolve platform issues, manage enhancements, and support system reliability.
  • Support the integration of ACP’s legal systems with broader operational needs, including contracting, data analytics, compliance tracking, invoice/payment workflows, document management, and provider engagement.
  • Develop user guides, standard operating procedures, training materials, playbooks, and system documentation to support consistent use of ACP’s legal systems.
  • Lead or support training sessions for ACP staff, assigned counsel attorneys, and other system users.
  • Monitor system performance, user adoption, data quality, workflow compliance, and reporting accuracy.
  • Help ensure that ACP systems reflect applicable confidentiality, privacy, cybersecurity, access-control, records-management, and legal-process requirements.
  • Support change management for new system features, process updates, and workflow improvements.
  • Identify opportunities to responsibly leverage automation, analytics, and emerging legal technology tools to improve efficiency, reduce manual work, and strengthen operational oversight.
  • Coordinate cross-functional projects involving ACP leadership, MOCJ IT, fiscal, procurement, legal, data, and external partners.
  • Perform other related duties as assigned.
