About The Position

Reporting to the City Solicitor, Legal Counsel provides legal advice, risk management guidance, and representation for the City in courts, administrative tribunals, and arbitration proceedings. The role protects and promotes the City's legal interests while minimizing legal liability exposure. Legal Counsel provides strategic legal advice to Council, the City Manager, City officials, and City-controlled entities on litigation, disputes, contracts, bylaws, legislative matters, procurement, and compliance issues. As a member of the City Solicitor's Branch management team, Legal Counsel participates in departmental and City-wide initiatives and provides education and training on legal and risk management matters.

Requirements

  • Law degree from a recognized university.
  • Experience (4 -7 years) in litigating matters before the courts, administrative tribunals, arbitrators, or regulatory bodies.
  • Membership in good standing, or eligibility for membership, with the Law Society of Saskatchewan.
  • Knowledge of and adherence to The Legal Profession Act, 1990, the Rules of the Law Society of Saskatchewan, the Code of Professional Conduct, and related professional standards.
  • Significant experience representing clients before courts, administrative tribunals, arbitrators, or regulatory bodies.
  • Demonstrated experience providing legal advice and strategic counsel in litigation matters.
  • Knowledge of federal and provincial statutes and regulations, municipal bylaws, case law, and legal principles associated with municipal government, civil procedure, administrative law, contracts, construction law, labour law, environmental law, real estate, regulatory prosecutions, and corporate commercial matters.
  • Strong legal research, analysis, advocacy, negotiation, and dispute resolution skills.
  • Ability to prepare complex legal documents, opinions, reports, recommendations, bylaws, contracts, and pleadings.
  • Ability to analyze and synthesize complex legal, operational, financial, and strategic issues and provide recommendations to senior leaders and elected officials.
  • Ability to provide competent and independent legal advice.
  • Ability to communicate effectively and persuasively, both verbally and in writing, on complex and sensitive matters.

Responsibilities

  • Represent the City at proceedings before the Courts, administrative tribunals, arbitrators and other legal forums.
  • Attend before a court, tribunal or arbitrator to present persuasive legal arguments and strategically advocate on behalf of the City in situations involving significant challenges, conflict, or sensitivity.
  • Manage litigation matters and provide legal advice and representation regarding disputes, dispute resolution, bylaw enforcement, regulatory matters, and provincial offences.
  • Coordinate the retaining of external counsel where appropriate and manage external legal counsel.
  • Manage expert witnesses for legal proceedings.
  • Prepare, review, and analyze legal documents and agreements.
  • Draft bylaws, contracts and other legal documents.
  • Review, interpret and provide advice on a wide variety of complex legal matters.
  • Provide legal, risk management and business advice to Council, the City Manager, City Officials, external agencies created by the City, controlled corporations, and City staff.
  • Provide advice, guidance and information on areas of legal expertise to all levels of the organization, including senior City leaders and City Council.
  • Provide training, leadership, mentoring and coaching within the Office of the City Solicitor.
  • Provide leadership related to Branch-specific employee and labour relations matters, including participation in grievance and arbitration processes.
