Johnson County and the 10th Judicial District Court are seeking attorneys to serve as Guardians ad litem and parent attorneys in Child in Need of Care (CINC) proceedings through service contracts. The current opening is for a "half" contract, which is intended to constitute no more than a quarter-time law practice and pays $24,200 annually. These contracts are for two years in length. Attorneys are independent contractors, subject to specific Supreme Court Rules. They must agree to accept scheduling and caseload decisions from the Managing Attorney, who is responsible for fairly dividing cases and ensuring workloads are consistent with contract status. The Managing Attorney also handles court communication, docket coverage, and assignment of non-docket appointments. Appeals are compensated at a flat-fee rate, with provisions for exceptional circumstances and the protection of a litigant's right to appeal. Attorneys will represent parents and serve as a Guardian ad litem or child advocate. The Managing Attorney has discretion in distributing representation types, but exclusive dockets are not expected. The courts aim to diligently means-test parents and maintain a list of attorneys for non-qualifying parents and for appointments when contract attorneys have conflicts. Selection is administered by a Chief Judge, presiding Child in Need of Care Judge, and Court Administrator, with the goal of maintaining a diverse group of attorneys. Overall legal/professional qualifications are emphasized, though extensive CINC experience is not required.
