About The Position

The Legal Analyst provides legal research, analysis and support to the various priorities of the Policy and Self-Determination department under the direction of the Policy and Research Director, including ensuring public policies, programs and decisions comply with applicable laws and regulations. This position will assist policy teams by interpreting legislation, preparing legal analysis, and advising on regulatory impacts. The position will involve significant focus on Métis rights as well as legislative and policy development initiatives. The work extends to all subject areas that touch upon Métis Nation – Saskatchewan (MN-S) operations, including the areas of Métis rights, self-determination and self-government, administrative and public law, policy development, and legislative drafting. This role is essential for maintaining transparency, accountability, and legal integrity within the self-governance department. The incumbent will work on novel and emerging legal and policy issues.

Requirements

Knowledge of the Métis Nation's political and legal history.
Knowledge of the Métis Nation’s current political, socio-economic and community issues.
Embraces Métis identity, culture, language and values as the foundation of MN-S.
Knowledge of the broader political landscape for intergovernmental issues, legislation and trends, both provincial and federal.
Solid understanding of Indigenous self-government and the structure within Saskatchewan.
Knowledge of provincial and federal legislation and regulatory processes, and of provincial and federal consultative processes.
Political acumen to anticipate issues and position ideas/recommendations to effectively influence internal and external parties.
Strong analytical skills to interpret laws, rulings and regulations in legal documents.
Excellent research skills to conduct comprehensive legal research into complex and specialized legal issues.
Ability to leverage legal knowledge and solid analytical skills to excel across a diverse range of assignments.
Strong written communication for drafting legal documents, correspondence and reports.
Attention to detail to ensure accuracy and consistency in legal documentation and research.
Time management skills to meet deadlines and manage multiple tasks simultaneously.
Good verbal communication skills to present findings and interpretations to senior leaders, government officials, lawyers or court officials clearly and effectively.
Understanding of ethical and confidentiality issues as they relate to the legal field.
Knowledge and understanding of legal terminology and principles.
Proficiency in legal research software and related databases.
Post-secondary education in law.
2 – 3 years’ experience in the practice of law, preferably with experience in municipal, public and/or administrative law.
Experience with legal research, analysis and legal writing.
A valid Saskatchewan driver’s license and/or access to reliable transportation to our downtown location would be required.
Must provide a satisfactory Criminal Record Check.

Responsibilities

Conduct in-depth legal research on statutes, regulations, case law, articles and legal precedents, gathering and sharing information that has implications for MN-S.
Research, analyze and advise on legal implications in matters of governance, law, rights, legal procedure and policy, as well as operational and strategic decisions.
Review and edit draft legal documents such as contracts, agreements, regulations, legislation and resolutions.
Develop legal responses, analyses, briefings, reports, and other materials or documentation as required.
Identify and analyze legal issues creating strategic, reputational or financial risk, and present clear, well-researched solutions.
Analyze legal data and provide strategic insights to support legislative drafting, regulatory compliance, and multi-party negotiations (e.g. MOU’s and MOA’s).
Monitor and review new and amended legislation and ensure organizational compliance.
Collaborate with internal departments to assess legal risks and provide guidance.
Participate in the development and implementation of plans and strategies.
Remain current on legal trends and new case law and how it can affect current and future work providing comprehensive reports and recommendations based on findings.
Use various research tools, data bases and legal libraries to gather, synthesize and present information relevant to specific cases or legal issues.
Supporting developments in areas such as justice and social justice, customary laws and Indigenous policy.
