About The Position

The Doe Fund is seeking a Leasing & Compliance Coordinator to join their team. This role is crucial for ensuring their housing portfolio complies with various regulatory standards (Section 8, HASA, etc.) while managing intake and renewal processes. The position requires strong administrative skills, excellent communication, and the ability to work empathetically with residents in a supportive housing environment. The Doe Fund is a leading New York City non-profit organization focused on solving homelessness and criminal recidivism through innovative work and housing programs.

Requirements

  • 2+ years in affordable housing, property management, or supportive housing.
  • Proficiency in property management software with a preference for experience with Yardi.
  • Strong working knowledge of the Microsoft Office Suite.
  • Deep understanding of NYC and housing subsidies and regulatory frameworks (LIHTC, Section 8, etc.).
  • Exceptional attention to detail.
  • Ability to balance recurring reporting deadlines with on-site resident needs.
  • Strong communication skills; ability to translate complex compliance language for residents and social service staff.

Nice To Haves

  • Bachelor degree or higher preferred.
  • Certified Occupancy Specialist (COS) or Tax Credit Specialist (TCS) certifications.

Responsibilities

  • Maintain compliance with affordable housing programs, Section 8, HASA and other NYC and NYS housing regulations regarding leasing compliance rules.
  • Act as a primary point of contact for external audits, file reviews, and agency inspections regarding affordable and supportive leasing compliance rules.
  • Ensure all resident lease related files, including required rent calculators, are complete, accurate, and "audit-ready" at all times.
  • Regularly obtain a list of Section 8 tenants that have not recertified and contact and assist those tenants with the recertification process.
  • Assist third party property managers with LIHTC compliance, as needed.
  • Uphold Fair Housing standards and strict confidentiality of all resident information.
  • Generate monthly HIV/AIDS Services Administration (HASA) rental reports for four projects and Human Resource Administration (HRA) reports for one project, including detailed tracking of payments and arrears.
  • Maintain the Coordinated Assessment and Placement System (CAPS) account; manage the re-rental process in coordination with government agencies and third-party managers for one project.
  • Track monthly rent collection for the Scattered Site Reporting (SSR) program, ensuring every transaction is documented. Generate and disseminate comprehensive monthly collection reports.
  • Assist with the initial lease-up of new buildings with a focus on Section 8 applicants coordinating closely with case managers, social service providers, and third-party property managers to ensure units are filled quickly and accurately.
  • Collaborate with supportive services program staff and marketing agents to communicate with applicants regarding the lease-up process, providing clear updates on applicant status, documentation requirements, and move-in readiness.
  • With third party property managers and supportive services, assist with the lease renewal processes to ensure all legal and program-specific lease and income certification documents are executed correctly. Assist with communication to and follow-up with tenants regarding the same.
  • Maintain periodic office hours at supportive housing sites to meet individually with tenants and assist them with questions regarding lease renewals, rent inquiries, and recertification’s.
  • Attend periodic tenant meetings to support Program Directors, addressing technical questions regarding rent calculators and compliance matters.
  • Foster a safe, inclusive, and respectful community environment through clear and professional communication.
