About The Position

The Department of Health and Human Services (DHHS) is seeking a strategic, collaborative, and mission driven leader to join our Child and Family Services (CFS) team as the Learning & Development Administrator. This position plays a critical role in strengthening Nebraska’s child welfare workforce by overseeing statewide training, coaching, and development efforts that directly support our mission of Helping People Live Better Lives. This is posted STATEWIDE PENDING AVAILABLE OFFICE SPACE. The Learning & Development Administrator leads a statewide team focused on building the knowledge, skills, and confidence of CFS staff. You will directly supervise seven Learning & Development Supervisors, who oversee Leads providing hands‑on coaching and field support to new and experienced Specialists. This position blends strategy and operations. You will guide large‑scale training initiatives, assess workforce needs, develop curriculum, and ensure learning efforts align with federal regulations, state statutes, and agency expectations. Collaboration with executive leadership, community partners, and national experts is central to this role.

Requirements

  • Bachelor’s Degree in social services, business administration, public administration, human development, human services, behavioral health, law, special education, or other closely related field AND two years supervisory experience in a human services field; OR a Master’s degree in any of the above-mentioned fields.
  • Equivalent experience or coursework/training may be substituted for the educational requirement on a year-for-year basis.
  • Valid driver's license is required.

  • Experience developing curriculum or leading adult learning programs.
  • Experience with statewide or multi‑site program implementation.
  • Demonstrated success in workforce retention or culture-building initiatives.

Responsibilities

  • Provide statewide leadership for multi‑program learning and development initiatives impacting CFS staff.
  • Supervise seven Learning & Development Supervisors and ensure effective oversight of Leads who coach and mentor CFS Specialists.
  • Evaluate workforce needs, strengths, and trends to guide training priorities and retention strategies.
  • Develop goals, strategies, and implementation plans for CFS-wide learning initiatives, including initial, ongoing, and supervisory development.
  • Review and approve training curriculum, guidance documents, quick tips, and other learning resources.
  • Consult with executive leadership and external stakeholders to ensure training aligns with staff needs and agency priorities.
  • Research national best practices and collaborate with other states and experts to strengthen case management support and retention efforts.
