Citi•Irving, TX
•$114,720 - $172,080

About The Position

The Lead Technical Program Manager, Fraud Technology drives end-to-end technology governance, architectural alignment, and delivery execution for Citi’s Enterprise Fraud Prevention initiatives. The role provides technical authority across distributed engineering squads, data science teams, core platform services, and risk and compliance partners, guiding multi-million-dollar programs from architectural discovery through production rollout. It requires understanding how sub-functional units integrate end to end and coordinating diverse groups toward broad organizational objectives. The position leads program planning and delivery governance, manages dependencies and integration across hybrid legacy and modern platforms, and guides technical trade-off decisions. It promotes the use of generative AI and automation in program management workflows, communicates delivery health and risks to senior leadership, and ensures compliance with development governance, architecture standards, data policies, regulatory mandates, and operational resilience requirements.

Requirements

  • At least 8 years of experience in Technical Program Management, Technology Project Management, Engineering Delivery, or related technology leadership roles managing large-scale enterprise initiatives.
  • At least 2 years of experience supporting payments, fintech, fraud prevention, risk management, or other highly regulated technology environments using Agile, Scrum, SAFe, or Hybrid delivery frameworks.
  • Technical fluency in microservices, REST/SOAP APIs, event-driven architectures such as Kafka/MQ, hybrid cloud and on-premise environments, and distributed database systems.
  • Experience coordinating cross-functional teams, managing dependencies, tracking critical-path milestones, and supporting vendor integrations in matrixed organizations.
  • Demonstrated ability to deliver complex technology initiatives from planning through production deployment.
  • Hands-on experience with enterprise delivery, portfolio, and collaboration tools such as Jira, Confluence, Jira Align, MS Project, and ServiceNow.
  • Experience using AI-enabled productivity tools such as Copilot, LLMs, or enterprise AI platforms for reporting, documentation, meeting synthesis, and delivery management.
  • Ability to facilitate stakeholder discussions, build consensus, and influence technical and business partners in cross-functional environments.
  • Excellent written and verbal communication skills, including the ability to translate technical concepts into clear, business-focused messaging.
  • Strong analytical and problem-solving skills, with the ability to manage competing priorities and navigate ambiguity.
  • Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Business Technology, or a related discipline.

  • Manage cross-program dependencies and identify technical bottlenecks, architectural conflicts, and resource constraints; develop and execute mitigation plans.
  • Establish Definition of Done, release-readiness criteria, and operational cutover strategies for high-throughput, ultra-low-latency financial transaction systems.
  • Guide stakeholders and engineering squads through trade-off evaluations involving business priorities, customer experience, platform strategy, performance, and maintainability.
  • Facilitate technical architecture reviews, interface design agreements, and cross-team integration contracts.
  • Apply technical domain knowledge across microservices, distributed API protocols, hybrid cloud and on-premise infrastructure, and resilient data layers.
  • Use generative AI and automated tooling to synthesize technical discussions, action items, and Architectural Decision Records; generate executive dashboards, release notes, and milestone variance analytics; and standardize AI-enabled delivery practices and templates.
  • Act as the strategic liaison between engineering teams and executive leadership, communicating delivery health, trade-offs, blockers, and architectural risks.
