About The Position

As a Lead Proposal Analyst, you will be responsible for developing, reviewing, and managing proposals in response to business opportunities, typically for utilities, universities, and the government. You will create comprehensive, clear, and polished proposal documents in responses to customer Requests for Proposal. The Proposal Analyst will analyze request for proposal (RFP) requirements, gather necessary information, and ensure compliance with company and client specifications. Additionally, you will collaborate with our internal teams including technical, sales, finance, contracts, and senior management to create compelling, competitive proposals. Strong research, writing, and organizational skills are essential in this role. You will also deal with internal and external customers and suppliers on business matters and work closely with our business development and engineering/projects teams within the company.

Requirements

  • 4-6 years work experience of proposal development within a technical field, software industry preferred.
  • B.S. Degree in a technology field, E.E., C.S., or Nuclear preferred.
  • Strong writing, editing, and analytical skills.
  • Excellent organizational skills and ability to manage multiple tasks to meet strict deadlines.
  • Ability to lead teams on large complex proposals.
  • Familiar with government contracting.
  • Ability to develop strong and trustworthy relationships with business partners.
  • Demonstrable skills with Microsoft Office products for proposal creation/editing and price estimation.

Responsibilities

  • Reviewing and processing requests for proposals/quotations
  • Writing comprehensive, clear, responsive and professional quality proposals ranging form short letter offers to 100+ page complex offers
  • Performing various responsibilities relating to the Business Unit’s Quote System including monitoring follow-ups, updating the CRM system, and staff.
  • Engage with engineering and other groups to select best approach, and when appropriate, seek out upgrade opportunities.
  • Interpreting commercial requirements and technical specifications to support developing winning proposal strategies.
  • Obtaining bids from outside suppliers and/or contractors.
  • Writing and submitting final quotations in accordance with established guidelines.
  • Reviewing and processing purchase orders for operations.
  • Supporting expedited customer requests as needed for the business.
  • Coordinating the activities involved in the development and revision of all proposals.
  • May act as a liaison with the Contracts Department as needed in negotiating customer contracts.
  • Working with business development and the engineering/projects teams to develop winning and reasonable pricing.
  • Conducting or participating in proposal reviews with management.
  • Supporting negotiations with clients after an offer has been submitted.
  • Ensuring adherence to solicitation and regulatory requirements, including timely submittals.
  • Responding to RFP amendments and implementing required proposal changes.
  • Working with internal subject matter experts for input and content.
  • Preparing status reports and briefings for management; prepares, presents, conducts, and participates in reviews during all proposal development stages.
  • Maintaining appropriate records and documentation; tracks, monitors, and reports data to support proposal development.
  • Travel may be required (site visits, bid meetings, etc.).
