About The Position

The Lead, High Value Payment Systems Operations is responsible for the overall system management strategy and soundness of the High Value Payments System. In collaboration with the Manager, High Value Payment Systems Operations and vendors, they ensure that all systems, application development, and system support activities are performed in an efficient and timely manner, and that all implementation processes are effectively completed. Working closely with third party vendors, they act as the owner of system solutions and initiatives related to the identification, evaluation and development of a series of standards used by Payments Canada, in addition to auditing of other areas. The incumbent is expected to identify and analyze changing conditions and make timely decisions and/or recommendations based on relevant and sometimes incomplete information, and assumptions.

Requirements

  • University degree or college diploma in computer science or related field.
  • Minimum of eight (8) years of progressive experience in a systems analyst role including five (5) years progressive leadership experience.
  • Experience in DevOps and agile environments.
  • Experience in working collaboratively with external IT vendors.
  • Experience in performing business analysis, collecting requirements, and developing solutions.
  • Specific skills in several of the following areas: Infrastructure Management, Software Development, and Disaster Recovery of critical infrastructure.
  • Knowledge of technologies such as GitHub, Confluence, Jira, MQ Series, SWIFT network, APIs, Redhat, RSA Security Appliances, Active Directory, and Oracle DBs.
  • Occasional travel may be required.
  • Overtime and on-call support based on operational requirements will be required.
  • Eligibility to obtain and maintain a Government of Canada Reliability Clearance and successfully complete enhanced background checks that may be carried out by Payments Canada.

Nice To Haves

  • ITIL Certification is considered an asset.

Responsibilities

  • Support ongoing operations, administration, configuration, and business issues relating to high value payment system.
  • Provide expertise to troubleshoot and investigate high value payment system events.
  • Oversee and closely monitor the development and execution of the core processes. (i.e. Release Management, Technical Currency Plan, etc.)
  • Lead the development of strategic system management deliverables; including the gathering of requirements and implementation of solutions to meet the desired results.
  • Develop, implement, and maintain a divisional strategy in line with the organizational strategy, designed to enhance or reliably sustain existing services over the longer term, and to proactively identify opportunities for new or amended services.
  • Develop, mature, and implement methodologies and solutions related to system management. Gathering detailed requirements from stakeholders. This includes interpretation of data to actionable recommendations.
  • Provide strong leadership to individuals within the team, ensuring the necessary tools and support are in place to enable the team to be successful.
  • Partner with key business stakeholders to align business objectives, offering expert guidance, and influence how to achieve an agreed upon outcome.
  • Coordinate the activities of various resources, including external consultants on a project basis. Assist with the identification of departmental budgetary needs (i.e. associated with Lynx projects and activities).
  • Engage with vendors to ensure the maintenance of critical systems and processes in adherence to best practices and operational excellence.
