About The Position

MITRE’s Indo-Pacific Regional Operations Department (N254), within the Joint and Services Center, is seeking a Systems Engineering professional for its project with U.S. Indo-Pacific Command (USINDOPACOM), located at Camp Smith, Hawaii. The role serves as MITRE’s primary interface to INDOPACOM and the Service Components on fires efforts, advancing implementation of the Integrated Joint Fires Center (IJFC) and supporting initiatives. The position works with USINDOPACOM and military Service Components to inform warfighter requirements and concepts of operation, and to provide acquisition, engineering, and integration support for C4I systems. The successful candidate applies DoD experience and expertise in areas such as command and control, Joint or Service fires, systems-of-systems engineering, modeling and simulation, and non-kinetic effects. They will help integrate kinetic and non-kinetic capabilities into theater concepts, architectures, planning, and operations.

Requirements

  • Typically, a BS in a technical discipline or a BA in International Relations, International Security, or a similar field with 8 years of experience; alternatively, a master’s degree with 6 years of experience.
  • Operational experience in at least one non-kinetic mission area, such as space or cyber operations, and understanding of how non-kinetic effects integrate with Joint and Service fires.
  • Experience informing requirements, concepts of operation, mission threads, or development of C2 systems supporting non-kinetic effects at the operational and/or strategic level.
  • Familiarity with DoD military missions.
  • Expert-level knowledge of fires processes at the operational and strategic levels.
  • Working knowledge of Joint and Service targeting and fire control systems.
  • Strong systems-of-systems engineering experience across various mission sets.
  • Prior experience with U.S. Department of Defense systems-of-systems integration.
  • Effective and influential oral communication skills, and strong written and oral communication skills.
  • Active Top Secret U.S. Government-issued security clearance, with the ability to obtain and maintain a Top Secret/SCI U.S. Government-issued security clearance.
  • Must be a U.S. citizen to be eligible for a security clearance.
  • Ability to work onsite a minimum of 3 days per week.

Nice To Haves

  • Bachelor’s degree and 10 years of related experience; or 8 years of related experience and a master’s degree; or a PhD with 5 years of experience; or an equivalent combination of related education and work experience.
  • Experience integrating non-kinetic capabilities, including cyber and space effects, into Joint targeting, fires, and operational planning.
  • Experience supporting the design, development, acquisition, or assessment of C2 systems for cyber, space, or other non-kinetic mission areas.
  • Working knowledge of operational- and strategic-level authorities, processes, and organizational constructs associated with space and cyber operations.
  • Operational experience across both cyber and space mission areas.
  • Working knowledge of model-based systems engineering, operational analysis, and modeling and simulation.
  • Current knowledge of emerging technology being adopted into acquisition programs and/or the INDOPACOM theater.
  • Familiarity with MITRE project management processes, capabilities, and associated tools.
  • Demonstrated strategic planning capability and ability to provide actionable plans to government sponsors.
  • Experience with and/or future interest in project and department leadership roles, including project leader, task leader, and group leader.
  • Active TS/SCI clearance.

Responsibilities

  • Build and manage sponsor, MITRE, and stakeholder relationships pertaining to INDOPACOM fires.
  • Shape and create cohesive systems engineering development and campaign plans for INDOPACOM that demonstrate incremental operational capability demonstration and maturation.
  • Increase collaboration and coordination on experimentation between INDOPACOM, the Service Components, and the Services from an integrated Joint approach.
  • Work with supporting functions, such as intelligence, to develop DOTMLPF-P solutions to theater fires challenges.
  • Collaborate with government, FFRDC, and MITRE leads and organizations to identify and integrate new technology into theater architectures.
  • Support integration of non-kinetic effects, including space and cyber capabilities, into theater fires concepts, planning, and operations.
  • Inform the development, assessment, and evolution of C2 systems supporting non-kinetic effects at operational and strategic levels.
  • Advise sponsors and stakeholders on integrating kinetic and non-kinetic capabilities across Joint and Service operational concepts, architectures, and mission threads.
