About The Position

The Lead Case Manager - ORR Program position is a full-time role based across two locations in Bethlehem and Doylestown, PA. Requirements

  • Must be at least 21 years of age.
  • Master’s degree in behavioral science, human services, or social services fields; OR Bachelor's degree plus at least 3 years of progressive employment experience that demonstrates supervisory and case management experience.
  • Demonstrate knowledge of safe and timely release practices and sponsor assessment.
  • Strong supervisory and cross-site coordination skills.
  • Must exhibit integrity and good moral character appropriate for working with children in a residential or foster care setting.
  • Must successfully complete ORR-required background investigations.
  • Must provide proof of immunity to vaccine-preventable diseases transmitted by the respiratory route (Varicella, MMR, Tdap, annual Influenza) and comply with all state licensing health screening requirements including TB screening.
  • Must complete all ORR-required pre-service training, as required or scheduled by ORR.
  • Must complete all ORR-required continuing education on an annual basis, as required or scheduled by ORR.
  • Must sign and comply with CHOR’s Code of Conduct consistent with ORR policy, confidentiality acknowledgment, and mandatory reporter agreement.
  • Must disclose any prior misconduct, including conduct occurring off duty, on the employment application and in interviews. Material omissions are grounds for termination.

Responsibilities

  • Coordinates case management and release services across both program locations.
  • Supervises the Case Managers.
  • Ensures consistency of case management practice across all program office locations.
  • Monitors UAC Portal data quality and timelines of case documentation.
  • Serves as backup on complex cases requiring elevated coordination.
  • Ensures Case Managers complete required training on child welfare and release practices.
  • Provides child-facing services on-site as needed to support complex case resolution.
  • Participates in case review meetings and release planning consultations.
  • Supports data quality reviews for ORR reporting.
  • Exercise independent judgement consistent with program policy, ORR requirements, and applicable law.
  • Communicate effectively, verbally and in writing, with children, families, and staff.
  • Maintain regular, reliable attendance and respond promptly to program needs, including outside standard business hours when required by the role.
