Lead C2 Systems Engineer

The Mitre Corporation•Honolulu, HI
•$146,400 - $219,600•Onsite

About The Position

The Lead C2 Systems Engineer will develop operational mission requirements and translate them into engineering requirements, architectural considerations, capability assessments, and technology trade studies. The role supports PACAF and broader PACOM command-and-control (C2) architecture and CONOPS development, including partner integration and theater-wide mission resiliency. It assesses communications capabilities for C2 missions in contested, degraded, intermittent, and denied environments, with a focus on SATCOM, HF, and UHF/VHF communications. The engineer will contribute to mission engineering for AOC operations, support operational exercises and experimentation, and evaluate planned DAF PAE C3BM capability deliveries using systems engineering methods. The position includes developing recommendations and briefing senior military, government, and MITRE stakeholders. The role requires at least three days per week on-site and involves 20% travel. It is eligible for MITRE’s Hawaii Rotational Program, subject to relocation and project-charge requirements.

Requirements

  • Typically requires at least 8 years of related experience with a bachelor's degree in computer engineering, software engineering, network communications, or a related field; or 6 years with a master's degree; or 3 years with a PhD; or an equivalent combination of related education and work experience.
  • Excellent analytical, written, and oral communication skills.
  • Strong interpersonal skills to collaborate effectively across organizations and engineering disciplines.
  • Experience supporting DoD/DoW, USAF, or other national security missions.
  • Exposure to current and future C2, ISR, Space, Cyber, and/or Special Operations doctrine and operations.
  • Familiarity with HF architectures and requirements.
  • Familiarity with commercial and military SATCOM terminals, antennas, and other key technologies.
  • Demonstrated ability to collaborate and integrate across diverse teams to achieve shared outcomes.
  • Must have an active Top Secret U.S. Government-issued security clearance and be eligible to obtain and maintain a Top Secret/SCI U.S. Government-issued security clearance; U.S. citizenship is required for security clearance eligibility.
  • Must work on-site a minimum of 3 days per week.

Nice To Haves

  • Master's degree or higher in systems engineering, computer engineering, software engineering, network communications, or a related field.
  • Strong knowledge of current and future C2, ISR, Space, Cyber, and/or Special Operations doctrine and operations.
  • Understanding of networks, especially OSI model layers 1–4 and 7.
  • Experience working in DoD/DoW sponsor environments with frequent sponsor-facing interactions.
  • Experience with antenna certification, terminal type certification, and EIRP Spectral Density (ESD) management.
  • Experience with aviation SATCOM or in-flight connectivity (IFC).
  • RF modeling and simulation experience, including link budget, performance, and capacity analysis.
  • Experience in sponsor engagement and business development, including work shaping, work management, collaboration across internal and external organizations, and transitioning prototypes to operational use.
  • Active TS/SCI clearance eligibility.

Responsibilities

  • Develop operational mission requirements based on existing and emerging TTPs, CONOPS, and technologies for sponsor organizations.
  • Translate operational mission requirements into engineering requirements, architectural considerations, capability assessments, and technology trade studies.
  • Contribute to PACAF C2 architecture and CONOPS development to improve C2 execution across PACOM, including partner integration and theater-wide mission resiliency.
  • Assess current and emerging communications capabilities for their ability to support C2 missions in contested, degraded, intermittent, and denied environments.
  • Research SATCOM and HF use and CONOPS in theater, and support Network Engineers developing a Theater Wide HF PACE Plan CONOPS.
  • Conduct technical analysis of SATCOM and HF communications and recommend resilient theater communications approaches, including operations under degraded or denied conditions.
  • Analyze the viability, placement, connectivity, and operational utility of UHF/VHF communications nodes supporting FIC and SIC locations, and develop actionable recommendations.
  • Design Mission Engineering Threads for 613th and 607th AOC CPD and COD to support development and execution of AOC operations.
  • Support planning and execution of selected operational exercises and experimentation to validate C2 communications concepts, identify gaps, and inform future architectures.
  • Analyze DAF PAE C3BM planned capability deliveries and recommend ways to improve sponsor outcomes, evaluating technology tradeoffs, operational utility, resiliency, scalability, and integration risk using systems engineering methods.
  • Brief findings and recommendations to senior military, government, and MITRE stakeholders and facilitate decisions across organizations.
