About The Position

The Lead Business Analyst will support the Texas Education Agency (TEA) on software development projects involving major enhancements and rewrite efforts. This position performs advanced, senior-level business analysis work and serves as the conduit between the program/customer community and the software development team throughout the requirements process. The Business Analyst will be involved throughout the entire software development life cycle, with a focus on establishing the requirements baseline and managing the requirements specification post-implementation. This role elicits requirements through interviews, joint application development sessions, document analysis, surveys, use cases, and workflow analysis, and transforms this information into business and functional requirements, use cases, user stories, and wireframes. The Business Analyst also mentors peers in business analysis best practices and uses tools such as Jira and Modern Requirements to manage the change control process and track requirements status.

Requirements

  • 8 years of experience eliciting requirements from interviews with customers and creating well-written system requirements.
  • 8 years of experience with software development life cycles (SDLCs).
  • 8 years of business process re-engineering and software process flow improvement experience.
  • 8 years of experience developing user stories and use cases that conform to business analysis best practices.
  • 8 years of experience designing mockups and/or wireframes that conform to UX best practices.
  • 5 years demonstrated strong communication and facilitation skills.
  • 5 years demonstrated strong writing and organization skills.
  • 1 year of documented work experience with the issue tracking software Atlassian Jira.
  • 1 year of documented work experience with a requirements management software tool, such as Modern Requirements.
  • 1 year of documented work experience with TEA, a federal/state/local education agency, or an education vendor.
  • Candidates must currently live within 50 miles of the Austin, Texas work location.
  • May be subject to a criminal background check as authorized by Texas law.

Responsibilities

  • Analyzes user needs, business processes, pain points, and computer system capabilities to identify opportunities to automate or improve existing systems.
  • Elicits requirements through joint application development (JAD) sessions, interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
  • Transforms elicitation session outcomes into business and functional requirements, use cases, user stories, and software requirements specifications documents.
  • Designs wireframes and mockups using standard templates and clear, unambiguous, concise language.
  • Manages the requirements specification and verifies fulfillment of all requirements, including requirements for post-implementation enhancements.
  • Participates in all phases of the software development life cycle, from requirements elicitation through post-implementation support.
  • Mentors peers and colleagues in business analysis best practices.
  • Proactively seeks out training opportunities to maintain and improve business analysis skills.
  • Uses Jira and Modern Requirements to manage the change control process, participate in the SDLC, and track and communicate requirements status.
  • Conducts business process re-engineering and identifies software process flow improvements.
