About The Position

Amyx is currently looking for a Lead Business Analyst/Program Manager to support our client DHA in Falls Church, VA. This role involves assisting and supporting the Defense Health Agency (DHA) with system administration of procurement systems. The ideal candidate will be an experienced, resourceful Lead Business Analyst to help support system administration and a new contract writing system. Working closely with the customer, you will be a member of the Acquisition Systems Division team, supporting procurement functions. You will provide technical direction for complex projects within the DoD and utilize extensive procurement information systems experience to resolve end-user requests for Procurement Desktop Defense (PD2) and other DoD and DHA procurement and financial systems. This includes functional, technical, user access, and training support. You will also assist in directing project completion within estimated timeframes and budget constraints, support a new contract writing system, and provide support in building interfaces between systems, particularly with finance systems. The role requires escalating risks, issues, and concerns with recommended solutions to the client, demonstrating strong communication skills with all levels of management, and possessing the ability and initiative to set goals and execute them. You will coordinate and conduct customer work sessions to gather and document requirements, configure system settings, and translate business requirements into system requirements for configuration. Developing subject matter expertise for system capabilities, being a self-starter with the aptitude to learn quickly, and possessing strong analytical and problem-solving skills are essential. You will also assist in developing and approving communication strategies, preparing and delivering presentations, leading senior-level client meetings, preparing and presenting systems training, and supporting the development of an initial system roll-out training plan. Providing support for system user issues and any other identified tasks is also part of the role. Accurate communication is a must.

Requirements

  • Bachelor's degree in Computer Science, Information Systems, Business. One year of related work experience may be substituted for each year of required education.
  • Extensive knowledge of the procurement business process.
  • Extensive (minimum of 5 years) of experience in Project Management, Estimation, and Planning.
  • Extensive (minimum of 5 years) of experience in procurement field in the public and/or private sector.
  • Extensive (minimum of 5 years) of experience with system administration in the public and/or private sector.
  • Extensive (minimum of 5 years) of experience within the DoD.
  • Experience (minimum of 5 years) with IT systems functional analysis, requirements design, test development, and test execution.
  • Demonstrated knowledge and experience with the software development lifecycle.
  • Strong written and oral communication skills.
  • Experience in working both independently and with a team to solve problems.
  • Self-starter with initiative and aptitude to quickly learn and put new skills to use.
  • Experience working in one-on-one, small group, and large group settings to facilitate and support the contract requirements.
  • Ability to communicate accurate information.

Nice To Haves

  • Knowledge of the General Fund Enterprise Business System (GFEBS) preferred.

Responsibilities
